PCC that targets Moro today has already planned the death of the head of the PF – 03/27/2023 – Politics

The plan to attack authorities, including former minister and current senator Sergio Moro (União Brasil-PR), is yet another engendered by the PCC leadership as retaliation for the government’s attempts to repress crimes committed by the criminal faction.

Heads of the criminal faction have appeared in Federal Police investigations for years, plotting from the death and kidnapping of public servants, such as federal delegates, agents and directors of the federal penitentiary system, to the explosion of public buildings and transmission towers, in the model of action copied from the FARC (Revolutionary Armed Forces of Colombia).

Names of authorities who would be targets appeared in these investigations, such as prosecutor Lincoln Gakiya, a PCC investigator in São Paulo, and the former coordinator of repression of narcotics and PF factions, delegate Elvis Secco.

As in the most recent case involving Moro, PCC members target the authorities, mainly, because of the conditions of the federal penitentiary system, considered much more rigid than the state ones.

A good part of the faction’s leadership, among them Marcos Willians Herbas Camacho (Marcola), was transferred to federal penitentiaries in 2019. Before that, other prominent names of the group were already in prisons and were plotting ways to retaliate against the authorities.

In the case of the operation to stop the attack against Moro, the transfers of leaders during his tenure in Justice and the maintenance of stricter rules in federal prisons, such as the prohibition of intimate visits, are pointed out as reasons for the former judge to have entered the faction list.

Moro was responsible for an ordinance that maintained the strict rules in the federal system published on the same day of the transfer of members of the PCC leadership to federal prisons, in February 2019.

Investigations into the PCC’s plans began at the São Paulo Public Prosecutor’s Office and, as of January, had the participation of the PF. The corporation already had other lines of investigation into planning attacks by the PCC, some discovered in an operation in 2022 into Marcola’s escape plan and other leaders.

The plans, most of the time, were discovered from conversations —by cell phone, note or in the parlor— intercepted by the intelligence sector of Depen (National Penitentiary Department) or by PF investigators.

Also in 2018, information collected by these bodies exposed two faction plans engendered in the federal prison of Porto Velho (RO) to carry out attacks against public agents and blow up the headquarters of Depen itself, in Brasília.

The investigators discovered that the action model had been defined by one of the main leaders of the PCC at the time, called Abel Pacheco (Vida Loka), after a conversation with Luis Fernando da Costa (Fernandinho Beira-Mar), leader of the Comando Vermelho. The two had served time together at the federal penitentiary in Mossoró (RN).

The PF even intercepted the conversation between the two in which Beira-Mar pointed to the kidnapping of authorities and “important” people, as well as the explosion of transmission towers, as a way of bargaining for the release of leaders.

The idea is inspired by the Colombian guerrilla group FARC. “The guerrillas went, got some authorities, three or four, then said: look, I give you so many days to release them; if that doesn’t work, hurry up! Boy, did they get the first one”, said Beira-Mar to the PCC member.

In addition to the plan to blow up Depen’s headquarters, the investigation also showed how, in 2017, the ban on intimate visits in federal prisons was one of the reasons for planning attacks.

“We make it clear, regardless of releasing the intimate (visit), in our view the project should be put into practice anyway, as the purpose will be to break all the main oppressions”, read a note found in the sewer of the prison in Porto Velho.

According to the PF, the project cited by Abel Pacheco was to kidnap, torture and murder public agents to pressure the government to allow intimate visits.

In 2021, new tickets seized by investigators signaled the PCC’s intention to attack authorities.

During a search of a cell at the Presidente Venceslau Penitentiary, in the interior of São Paulo, where several PCC leaders are still imprisoned, a list of authorities that would be targeted by the group was found.

Among them, prosecutor Lincoln Gakiya, police chief Elvis Secco and other PF investigators. In total, the list has 14 names.

Secco was responsible for the arrest of Luiz Carlos da Rocha, known as Cabeça Branca, considered one of the biggest drug traffickers in Latin America.

Also during Secco’s tenure in coordinating the fight against trafficking, the PF arrested Gilberto Aparecido dos Santos, known as Fuminho. The drug dealer is seen as an ally of Marcola and worked for the PCC in drug-producing countries.

A Depen intelligence report from 2022 shows how Fuminho would have ordered the police chief’s death.

“The order for the execution of Elvis Secco would have come from prisoner Gilberto Aparecido dos Santos (Fuminho), a PCC sympathizer and currently inmate at the Federal Penitentiary in Catanduvas -PR, as he would have known, at the time he was free, of that Chief Seco was investigating him”, says an excerpt from the report.

Wanted, the delegate did not want to manifest.

In 2022, another PF operation directly targeted Marcola, the top leader of the PCC. He would be involved in an escape plan and attack on Depen’s servers.

The attack against civil servants received the nickname STJ in conversations intercepted by the PF and aimed at kidnapping Depen directors for later exchange for the freedom of faction leaders.

In this specific case, according to the PF, the objective would be to exchange the release of the servers for the freedom of a member of the faction nicknamed Ciro —investigators point out that Ciro would be Marcola.
