Palmares revokes ordinance that hindered quilombolas – 06/04/2023 – Panel

President of the Palmares Foundation, João Jorge Rodrigues, this Thursday (6) revoked an ordinance published by the Jair Bolsonaro (PL) government in 2022 that made it difficult to recognize quilombos in Brazil. The decision was published in the Federal Official Gazette.

The ordinance of March last year changed the rules for issuing self-declaration certificates and imposed measures considered problematic by representatives of quilombola communities.

One of the demands created was that the process be carried out and followed up electronically, with an email address from the person responsible for the community. However, a report by UOL showed that most of the 6,000 existing quilombola communities do not have access to the internet to receive notifications or consult official pages, according to data from Conaq (National Coordination of Articulation of Black Rural Quilombola Communities).

The ordinance also determined that communities that did not respond to a request for new information within 30 days could have their certification requests archived and that other government agencies could call Palmares to carry out technical visits to the communities and address, among other issues, a possible “inconsistent history” of the site. This inconsistency was not detailed by the ordinance and could imply denial of the certificate.

In this Thursday’s (6th) publication, Palmares created a Working Group to address the issue, which will aim to discuss changes in the General Register of Quilombos Remnants and in the procedures for issuing the certificate of self-definition.

On Wednesday (5), the foundation revoked another ordinance of the Bolsonaro government that vetoed the tribute on the institution’s website to black figures who are still alive, that is, the tributes could only be posthumous.
