opposition has a majority, but PT indicates linked to the movement

The Parliamentary Commission of Inquiry (CPI) of the Landless Rural Workers Movement (MST) will be formed by a majority of deputies who are in opposition to the government of Luiz Inácio Lula da Silva. The PT nominees for the CPI are, for the most part, MST militants or linked to the movement. The commission was installed this Wednesday (17) in the Chamber of Deputies.

The PT holders will be: Padre João (MG), Nilto Tatto (SP), Valmir Assunção (BA), Paulão (AL). The alternate was with deputies Marcon (RS), Camila Jara (MS), Gleisi Hoffmann (PR) and João Daniel (SE).

More than half of the CPI members were officially appointed between late Tuesday afternoon and early Wednesday afternoon. The Workers’ Party (PT), however, nominated its parliamentarians for the commission only with the meeting already in progress. The strategy is used to try to delay the start of work.

Before the opening of the works of the CPI, despite not being included in the list of those officially appointed to compose the commission, PT parliamentarians Nilto Tatto, Marcon and Valmir Assunção were already at the meeting and even spoke informally with deputy Ricardo Salles (PL-SP ).

The CPI should run until September 28, and may be extended. The commission will also be able to hold external hearings, in addition to working with confidential documents and breaches of tax and bank secrecy to investigate the movements that have acted in the invasion of land in Brazil. In addition to the MST, the Movement of Homeless Workers (MTST), the National Front for Rural and City Struggle (FNL), and Via Campesina should also be investigated.

Presidency and rapporteurship of the CPI

Deputy Lieutenant-Colonel Zucco (Republicanos – RS) was elected chairman of the commission. The election for the command of the CPI took place by agreement, on a single ticket, which received 16 valid votes and one blank vote. The 1st vice president will be Kim Kataguiri (União – SP).

The rapporteur for the MST’s CPI was taken over by Deputy Ricardo Sales (PL – SP), former Minister of the Environment in the government of former President Jair Bolsonaro (PL). The three were the authors of requests for the creation of a CPI to investigate the invasions of properties that have intensified since the beginning of the current government of Luiz Inácio Lula da Silva (PT).

Federal deputy Fabio Costa (PP-AL), who will be 2nd vice-president, and federal deputy and vice-leader of the opposition, Evair Vieira de Mello (PP-ES), will also be in charge of the CPI, as 3rd vice-president. president.

Until the closure of this article, of the 27 members expected to compose the CPI, there were still four nominations. The list of substitutes, on the other hand, was awaiting eight nominations. The vacancies not yet indicated are destined for deputies from the MDB, PSB, Podemos, PP, PSD and Republicans.

Sâmia Bomfim tried to block the choice of the rapporteur

Federal deputy Sâmia Bomfim (PSOL-SP) made a point of order as soon as the appointment of the CPI rapporteur was announced. The point of order is an instrument used to raise doubts related to the matter dealt with at the time.

Sâmia questioned Salles’ designation as the CPI’s rapporteur, claiming that there would be a conflict of interest and that the former minister was being investigated for crimes such as corruption and criminal organization.

The PSOL deputy also mentioned Salles’ alleged attempt to legalize illegal timber, while he was a minister in the government of former President Jair Bolsonaro (PL), and questioned the financiers of the parliamentarian’s campaign. The allegation was that the financiers would be interested in the results of the CPI, as they are important names in Brazilian agribusiness. Deputy Sâmia referred especially to Rubens Ometto, a Brazilian businessman and chairman of the Board of Directors of Cosan SA Ometto, who was recently appointed to the National Council for Economic and Social Development, known as Conselhão, during Lula’s administration.

The matter of order was rejected by the president of the CPI, as it was a matter of intimate nature.

Boulos will not be a member of the CPI

PSOL nominated congresswoman Sâmia Bomfim (PSOL-SP) as a member and Talíria Petrone (PSOL-RJ) as an alternate. The expectation was that federal deputy Guilherme Boulos (PSOL-SP), leader of the Homeless Workers Movement (MTST), would occupy the vacancy. Salles and Boulos are named among the likely candidates for mayor of São Paulo in 2024.

During the meeting, at various times, deputies from the governing base mentioned the possibility of the CPI becoming a political platform, due to Salles’ aspiration for the city of São Paulo.

Deputy Talíria Petrone spoke via videoconference and appeared with an MST cap in the background. In her participation, the parliamentarian said she supported the movement against the attempt to criminalize it and criticized Salles’ participation in the commission.
