Opposition asks Justice to annul Alesp’s CPIs queue – 03/23/2023 – Power

The opposition to the base of Tarcísio de Freitas (Republicans) in Alesp (Legislative Assembly of São Paulo) went to court to ask for the suspension of the CPI protocol queue.

In a strategy to stop the opposition’s proposals, advisers from the governor’s base began to form queues more than 72 hours before the opening time of protocols, scheduled for 9 am on Friday (24). Around noon on Wednesday (22), there were 53 people on hold – each one is entitled to file a CPI.

As shown to Sheetthe queue, which has become a tradition at Alesp, happens because the commissions are installed in the order in which they are filed – and only five can work at a time.

The result is a race between base and opposition for their issues to prevail – deputies allied with Tarcísio want to propose any topic that doesn’t wear him down, while the left seeks just the opposite.

The Associação Brasil da Esperança, formed by PT, PC do B and PV, called the TJ-SP (São Paulo Court of Justice) to suspend the act that determined the printed protocol, despite the paperless system being in operation , and also that the queue is not recognized.

The group also pleads for the physical protocol to be suspended until the Board of Directors regulates a procedure that ensures minority rights, “with democracy and publicity, and guarantee that information is democratized and made available to all parliamentarians”.

In a note, the group said that the governor’s base formed the queue “surreptitiously” to “exclude the opposition’s requests”.

For the opposition deputies, the STF (Federal Supreme Court) consolidated the understanding that the CPI is a right of the minority.

In practice, 15 to 20 CPIs fit into a four-year legislature.

In addition to CPIs that target previous Toucan governments, the opposition bench also has investigation proposals that affect Tarcísio specifically, such as an investigation into the shooting in Paraisópolis during the campaign and the connection between the Secretary of Education, Renato Feder, and the company Multilaser – both ideas from Deputy Reis (PT).

The queue began to form this Tuesday morning (21) and is headed by servants of deputies from parties such as the PL and the Republicans. PSD and PSDB are also in the queue. After them, PSOL and PT.

It takes 32 signatures of deputies to file a CPI, and parliamentarians have spent the last few days in pursuit of this goal.

A password was distributed to the members of the queue in order, but the guidance is that, even so, they do not leave the place. As in 2019, there must be a rotation of servers, who will have to sleep in the corridor adjacent to the plenary.

On that occasion, Toucan servants spent 63 hours in line to shield Governor João Doria (PSDB) and push Dersa’s CPI, proposed by the PT, to the end of the line.
