Mayor Ricardo Nunes (MDB) signed terms of addition of R$ 40 million in advertising contract for projects and campaigns of municipal management. In addition to this amount, the City Hall also has an advertising notice of R$ 80 million in progress, with the objective of encouraging business, health and leisure tourism in the capital of São Paulo.
Signed in April, the increase in the contract with the agencies Propeg and MWorks raised the total value of the agreement to R$ 200 million for one year of work.
The addition of BRL 40 million will also help Nunes to expand the government spending limit on advertising in 2024, the year in which he intends to run for re-election.
In 2022, then-President Jair Bolsonaro (PL) sanctioned Law 14,356/2022, changing the rules on limiting government spending on advertising in election years. The limit became equivalent to the monthly average of expenses in the previous three years, multiplied by six.
In a note, the Nunes administration states that the amendment was determined “to meet new advertising campaigns that in recent years have not been contemplated due to the city hall’s effort with advertising aimed at combating Covid, a management priority during the pandemic”.

In addition to the BRL 200 million contract, the City Hall has an R$ 80 million notice in progress for hiring agencies to exclusively meet “demands to encourage business, health and leisure tourism.”
Federal deputy Tabata Amaral (PSB) requested the suspension of the notice, but the 4th Public Treasury Court of the São Paulo Court of Justice rejected the request. In May, the city hall revoked a R$ 20 million public notice that was suspended by the Justice after the intervention of the parliamentarian.
This time, the deputy called the Public Ministry against the amendments.
“It is clearly a trick by the mayor to escape the court’s decision. Ricardo Nunes knows that he will not be able to justify this exorbitant expense and, therefore, ‘ran away’ with these additions”, he says.
“It’s very serious, the City Attorney’s Office has twice expressed itself, warning of the lack of justification for the expenses. The homeless population dies of cold, the day care centers don’t have beans, but the mayor has money for advertising”, completes Tabata , who intends to run against Nunes in the election next year.
