Last Saturday (21), the São Paulo City Hall made a change to the public notice for the program for the purchase of social housing units “Pode Enter” five days before the opening of the envelopes with proposals from contractors, builders and real estate developers.

Entrepreneurs complained to the Panel about the short time for adaptation of the proposals, even more so with the holiday on Wednesday (25) between them, and are studying to appeal to Justice.

In the Raposo Tavares district, to cite one example, the minimum reference price per square meter was R$4,386 before the change. After that, it became R$ 5,397, which is the median of the districts in the subprefecture of Butantã. With this, a housing unit of 40 square meters that would cost R$ 175,400 for the city hall will now cost R$ 210,000, which is the maximum value.

The difference of R$ 35 thousand, if multiplied by 1,000 units, would result in R$ 35 million more to be paid by the city hall to construction companies.

In Iguatemi, subprefecture of São Mateus, another area where the effect was significant, the change was from R$3,248 to R$4,626. Using the same example, the purchase of 1,000 units of 40 square meters now cost R$ 55 million more for the city hall.

The public notice from the city hall provided for the purchase of 40,000 units and received an offer of 104,000. In all, 56 companies sent 72 projects. The planned investment exceeds R$ 8 billion.

Municipal Secretary of Housing, João Farias says that the large number of proposals presented when opening the envelopes proves that there is no loss. He also says that the change in the announcement was made so that companies could present proposals that were financially viable in all regions of the city.

“The establishment of the median was to make a correction in the regions where no assessment had been made. The final value of the unit to be paid by the city hall was not changed, that is, it maintained R$ 210 thousand as the maximum that the city hall can pay, and ensured that a series of developments in regions of the city that were willing to participate participated in real conditions of having an offer within the market reality”, says Farias.

“Without this alteration, there were developments in the east and south zones where the maximum price that would reach was R$80,000, and we know that a housing development in São Paulo does not cost less than R$190,000” , complete.

“What I did was ensure that places where there was no price had a price to guarantee participation in the event. The City Hall has established a minimum and maximum price and if you do market research in any region of SP you will see that the price is the same as market. It was not an action to favor A or B, but to guarantee participation.

Regarding the businessmen’s argument that they needed more time to prepare a new proposal based on the change in the notice, Farias says that he can calculate the changes in 30 seconds on his calculator and that whoever says that would not even be able to participate in the process .

Finally, he states that the City Hall respected the TCM’s decision to establish prices by districts and that the change respects what was determined.
