Novo Perse should reduce the number of Cnaes – 03/12/2024 – Market

Large companies should stay out of the new Perse (Emergency Program for the Resumption of the Events Sector).

The proposal for the new design of the program, which is being negotiated by the Ministry of Finance with deputies, removes companies taxed under the real profit system, with revenues exceeding R$78 million per year, according to people involved in the discussions.

Created during the pandemic, Perse grants tax relief for the events sector.

A diagnosis presented to deputies by the Minister of Finance, Fernando Haddad, showed precisely that Perse directed resources to large groups and ended up not benefiting smaller companies.

The program will be remodeled following an agreement between the president of the Chamber, Arthur Lira (PP-AL), and Haddad’s team. The minister had to back down from the attempt to end Perse, included in the MP (provisional measure) that increased the payroll of companies in 17 sectors.

Last week, Haddad had already indicated that the idea was to develop a more restricted project, aimed at business sectors with the greatest need.

Deputies had a meeting this Tuesday (12) with the executive secretary of Finance, Dario Durigan. The idea under study is to greatly reduce the list of CNAEs (National Classification of Economic Activities) authorized to have access to Perse. Hotels, restaurants and music producers should continue with the tax incentive.

According to parliamentarians, however, discussions are still ongoing and may undergo changes.

A new bill will deal with the new Perse, but it will be presented by a parliamentarian to be appointed by Lira — not by the Executive Branch. The draft of the project should be ready in the next few days to be delivered by the President of the Chamber.

According to Sheet heard from those involved in the discussions, members of the Executive are working to ensure that the government leader in the Chamber, José Guimarães (PT-CE), is the rapporteur of the proposal. He was rapporteur for a project with the same theme last year.

Congressmen remain suspicious of the numbers presented by the Ministry of Finance for the loss of resignation. The government presented a bill for R$24 billion in waivers in 2022 and 2023 and wants to limit the loss of revenue this year with the new Perse at R$8 billion.

At an event on Monday night (11), the president of FPE (Parliamentary Entrepreneurship Front), Joaquim Passarinho (PL-PA), acknowledged that Perse should no longer continue until 2027, as parliamentarians wanted.

But the expectation is that the program will last at least a year and a half longer. He also recognized that the new phase of Perse may have a gradual repayment, with part of the benefits being cut for companies in the events sector.

The Perse negotiations take place at a time when the Revenue and the Federal Police launched a joint operation targeting Perse’s irregularities.

Passarinho countered Minister Haddad’s criticisms about the need to end Perse because of fraud, with the argument that Bolsa Família also has cases of irregularities and “no one proposes to end it”.
