The chair of superintendent of Ibama (Brazilian Institute of the Environment and Renewable Natural Resources) in Paraná remains open, in the wake of a controversy involving the main candidate to occupy the vacancy, the lawyer from Curitiba Andrea Godoy.
Public prosecutors in Paraná who work in the area of the environment complain that the lawyer has no qualifications in the field of environmental law.
In early June, attorneys for the Republic Monique Cheker and Raphael Otávio Bueno Santos signed a recommendation forwarded to the Chief of Staff and the Ministry of the Environment in an attempt to prevent the appointment of the lawyer, whose office usually works on issues related to unions and to PT.
Godoy Advocacia acts, for example, as an assistant to the prosecution in the case of Marcelo Arruda, the municipal guard and PT militant shot dead by the Bolsonarist criminal police officer Jorge Guaranho in July 2022, in Foz do Iguaçu. The firm’s partners also recently signed the action taken by the PT to the STF (Federal Supreme Court) to try to block the privatization of Copel (Companhia Paranaense de Energia).
“Having graduated in Administration, Dentistry and Law, the candidate has specializations and improvement courses mainly in the areas of law and health and family law”, point out the members of the MPF (Federal Public Ministry).
The Civil House responded to the MPF, informing that it had forwarded the matter to the Ministry of the Environment. At Ibama, however, the question remains open.
In a note sent to the Panel, Ibama said that the nomination for the position of titular superintendent in Paraná “is being analyzed” and that, currently, the server Ralph de Medeiros Albuquerque is the one who responds as substitute superintendent.
“The Institute works so that a significant part of the superintendencies are occupied by civil servants, mainly in states with high rates of deforestation, such as Amazonas, Mato Grosso and Pará”, added Ibama.
