Nominated for Ministry of Culture was punished by CGU – 03/12/2023 – Panel

The Minister of Culture, Margareth Menezes, chose the architect Edvaldo Mendes Araújo as Secretary of Citizenship and Cultural Diversity, who was punished by the CGU (Controladoria Geral da União) for administrative improbity and is prohibited from being hired by the public administration.

Zulu Araújo, as he is known, was announced on the folder’s official Instagram profile and appears in publications participating in agendas, but he has not yet been officially named.

Reports obtained by the Panel are that it is working normally. Members of the ministry said they were surprised to be informed that the minister’s nominee had not yet been formally appointed.

The process was initiated in 2013, as a result of Araújo’s work at the Palmares Foundation, an institution he presided over from 2007 to 2010. The sanction came in September 2015, for administrative impropriety, with the prohibition of a new investiture in public office.

Zulu is a member of the Brazilian Black Movement and was the minister’s first choice for executive secretary. He has a master’s degree in Culture and Society and a doctorate in International Relations from the Federal University of Bahia.

When contacted, the ministry stated that Zulu was nominated, but that his name was submitted “to the regulatory bodies for holding public office in the government.” The folder denied that he is exercising functions informally.
