New Minha Casa Minha Vida comes into effect with changes in income brackets

President Luiz Inácio Lula da Silva (PT) sanctioned this Thursday (13) the law approved by Congress that officially implements the Minha Casa Minha Vida program, resumed in February through a provisional measure. The legislation was already in effect since last week.
Among the new rules approved by congressmen is the expansion of beneficiaries’ income ranges and the amounts to be financed, according to Agência Brasil.
Track 1 of the program will include families with a monthly income of up to R$2,640; to 2 between BRL 2,640 and BRL 4,400; and 3 between R$4,400 and R$8,000. The value of the property to be financed is now BRL 170,000 for tier 1, BRL 264,000 for tier 2 and BRL 350,000 for tier 3.
In the case of Minha Casa Minha Vida Rural, the maximum value for new homes increased from R$ 55 thousand to R$ 75 thousand. Financing for improving a house went from R$ 23,000 to R$ 40,000.
Interest rates vary according to region and income, ranging from 4% per annum to 5.5%, in the case of Tier 1; from 4.75% to 7% for Band 2; and from 7.66% to 8.16% for Range 3.
The federal government also increased the discounts offered to families who access financing with FGTS resources for the acquisition of the property – from R$ 45.7 thousand to R$ 55 thousand, restricted to beneficiaries of Level 1. According to Planalto, this limit has not been revised since 2017
Monthly installments paid by Tier 1 beneficiaries will be proportional to income, with a minimum amount of R$80, over a period of 5 years.
Infrastructure changes
The new hires also follow new rules, such as the increase in the minimum area of the units, of 40 square meters (m²) for houses and 41.50 m² for apartments; the creation of balconies and piping for an internet network. The sets will also have a library room and equipment for sports.
“We are even closing a partnership with the Brazilian Academy of Letters so that books are donated to these libraries”, said Minister Jader Filho, of the cities.
The new legislation also established the need for the land to be located in the urban fabric, close to complete infrastructure for access to public equipment for education, health and social assistance, in addition to access to commerce and services and public transport.
According to Planalto, by the beginning of July, 10,094 units had already been delivered in 14 states. The investment, until then, was R$ 1.17 billion. The forecast is that, by the end of the year, another eight thousand housing units will be delivered, and another 21.6 thousand works will be resumed. The goal is to hire 2 million homes by 2026.
