National Congress “ignored” three MPs edited by Lula

Last Friday (2) the National Congress allowed at least three Provisional Measures that were edited by President Luiz Inácio Lula da Silva (PT). MPs are instruments that allow the Executive to create laws immediately. The texts, however, need to be approved, within 120 days, by the House and the Senate to become definitive.

In yet another setback for Lula’s political articulation, Congress ignored, for example, the MP that transferred the Financial Activities Control Council (Coaf) from the Central Bank back to the Ministry of Finance. Planalto was also defeated in the proposal that established the so-called “quality vote” in favor of the Treasury. That is, it favored the government in case of ties in judgments by the Tax Appeals Administration Council (CARF).

In addition, the Chamber and the Senate let the MP that dealt with the extinction of the National Health Foundation (Funasa) lose its validity. Lula even edited a provisional measure that dealt exclusively with the issue.

With no signs that the MP would be voted on, the device was incorporated by the rapporteur, deputy Isnaldo Bulhões (MDB-AL), in the opinion on the MP that reorganizes Lula’s ministries. During the vote on this MP on Wednesday (31), however, the deputies approved a suggestion by the PL to withdraw the article that authorized the extinction of the foundation.

The leader of the government in the Chamber, José Guimarães (PT-CE), released the bench in the vote and said that this would be a “gesture” by the government in recognition of the Chamber. With the recreation, the government is expected to use the body’s positions to house allies as a way to expand the government base in Congress.
