MST sees the slowness of the Lula government and plans mobilizations – 02/18/2023 – Panel

Movements for agrarian reform such as MST and Contag have been bothered by what they see as the lack of priority given to the agrarian issue at the beginning of the Luiz Inácio Lula da Silva (PT) government.

A national mobilization for land is scheduled for April, with the setting up of camps in symbolic areas and marches. The MST hopes that the government will present an emergency plan for the area by then. Otherwise, it must resume occupation actions.

For the movements, which also include Contraf, Via Campesina and Conaq, the dedication that Lula has shown to the indigenous issue, with significant changes in government structures and major announcements, shows that it would be possible to do much more in the period for the demands from Camp.

One of the main symptoms of the slowness is the continuity of names chosen by the Jair Bolsonaro (PL) government in superintendencies of Incra, the National Institute of Colonization and Agrarian Reform. Since the beginning of the Lula government, only 8 of the 29 Incra superintendents have been exonerated, according to the Official Gazette, even though not all of the remaining ones were chosen by Bolsonaro.

The superintendent of São Paulo, Edson Alves Fernandes, is a representative of the previous management whose sequence at Incra is criticized by the movements in the field, which have had a conflicting relationship with him in recent years. In Alagoas, the superintendent since 2017 is Cesar Lira, cousin of the mayor, Arthur Lira (PP-AL), and who appears in several photos with the Bolsonaro family on the internet.

In addition, there was the expectation of appointing allies of the rural movements to superintendences and other Incra posts in the last week, as an effective nod in relation to the policies for the area, but that did not materialize.

The MST awaits the nominations of the new Incra superintendents to ask the federal government for emergency measures to solve the problems of the families in the camps, which today number around 100,000.

One of the measures being discussed by the MST is the request for the creation of a single register of families encamped so that the government can collect the land and settle the families.

At the Ministry of Agrarian Development, commanded by Paulo Teixeira, the explanation for the delay in exchanges at Incra is that second-level choices pass through the government’s political core, and that the slowness is due to the fact that negotiations for positions are still ongoing.
