MST criticizes delay in appointments at Incra and talks about yellow light with Lula – 02/23/2023 – Panel

National coordinator of the MST (Movement of Landless Rural Workers), João Paulo Rodrigues wrote a message on his social networks in which he criticizes the delay of the government Luiz Inácio Lula da Silva (PT) in choosing the direction of Incra, the National Institute of Colonization and Agrarian Reform, and states that it is “beginning to turn on the yellow light”.

As the Panel showed, the MST is uncomfortable with what it sees as a lack of priority for the agrarian issue on the part of the federal government. Movement leaders believe that Lula’s dedication to the indigenous question, with significant changes in government structures and major announcements, shows that it would be possible to do much more in the period to meet the demands of the countryside.

“Starting to turn on the yellow light. So far the federal government has not appointed the direction of Incra, which is responsible for taking care of all areas of implementation of the agrarian reform program. ,” Rodriguez wrote.

The MST had the expectation that Rose Rodrigues, former Secretary of Agriculture of Sergipe and landless activist, would be chosen for the command of Incra. Assertions that Lula had already committed himself to Rose’s name were released by PT congressmen and left-wing websites in the last week.

However, federal deputy Airton Faleiro (PT-PA), coordinator of the PT’s agrarian nucleus in the Chamber, said on his social networks that Rose will no longer be chosen, generating frustration in the MST.

One of the main symptoms of the government’s slowness in relation to the subject would be the continuity of names chosen by the Jair Bolsonaro (PL) government in Incra superintendencies. Since the beginning of the Lula government, only 8 of the 29 Incra superintendents have been exonerated, according to the Official Gazette of the Union, even though not all of the remaining ones were chosen by Bolsonaro.

The superintendent of São Paulo, Edson Alves Fernandes, is a representative of the previous management whose sequence at Incra is criticized by the movements in the field, which have had a conflicting relationship with him in recent years. In Alagoas, the superintendent since 2017 is Cesar Lira, cousin of the mayor, Arthur Lira (PP-AL), and who appears in several photos with the Bolsonaro family on the internet.

The MST awaits the nominations of the new Incra superintendents to ask the federal government for emergency measures to solve the problems of the families in the camps, which today number around 100,000.

A national mobilization for land is scheduled for April, with the setting up of camps in symbolic areas and marches. The MST hopes that the government will present an emergency plan for the area by then. Otherwise, it must resume occupation actions.
