Ministers and Lula discuss crisis in Congress, fiscal rule and operation against the PCC

The crisis involving the presidents of the Chamber of Deputies and the Senate, Arthur Lira (PP-AL) and Rodrigo Pacheco (PSD-MG), respectively, should be one of the main subjects of the ministerial meeting of the government’s political council, which will be held in this Friday morning (24), at the Planalto Palace. The arm wrestling in Congress directly affects the government of President Luiz Inácio Lula da Silva (PT), which may have its projects paralyzed or even overthrown in legislative discussions.
On Thursday (23), Lira reacted to the possibility of Congress resuming the processing of provisional measures in joint committees and no longer starting with the Chamber of Deputies, as has been the case since the beginning of the Covid-19 pandemic. Shortly before the president of the Senate officialized the return of the rite, he said that the government, if it supports this change, could have projects overturned in plenary – affecting governability and demanding greater articulation from the government itself with parliamentarians.
This Friday’s (24th) ministerial meeting, which will be attended by Minister Fernando Haddad, of Finance, may also discuss the political articulation for forwarding the new fiscal framework project, which will be closed by the government after returning from the trip to China and must be submitted to Congress by April 15, along with the proposal for the 2024 Budget Guidelines Law (LDO).
The ministers are also expected to discuss Lula’s recent speech on the Federal Police operation that dismantled a criminal scheme to kidnap Senator Sérgio Moro (União Brasil-PR), among other people, and that the president said he could to have been a “framework” by the parliamentarian. Ministers Flávio Dino, of Justice, and Alexandre Padilha, of Institutional Relations, are confirmed for the meeting – the PF is subordinate to Dino.
Also confirmed for the meeting, at 10:30 am, are vice-president Geraldo Alckmin, who is also minister of Development, Industry, Commerce and Services; Rui Costa, from the Civil House; Paulo Pimenta, from the Social Communication Secretariat; Jorge Messias, Attorney General of the Union; Vinícius Carvalho, from the Comptroller General of the Union (CGU); and government leaders in the National Congress, Senador Randolfe Rodrigues; in the Senate, Jaques Wagner, and in the Chamber of Deputies, Deputy José Guimarães.
