Minister attributes violence against women to rising hatred in Brazil

Brasilia DF) – The Minister of Women, Cida Gonçalves, said that the increase in violence against women in the country was caused by the increase in hatred in society. She also said that this led to a cut in investments in the area.

The 17th edition of the Brazilian Public Security Yearbook, released this Thursday (20) by the Brazilian Public Security Forum, demonstrated the growth of all forms of violence against women last year.

“In fact, there is a lack of investment in fighting violence in recent years. There is also an issue of the increase in hatred and intolerance in society, which will spill over, reach home, reach the woman. This raises the issue of sexual, domestic and family violence. There is also an increase in political and gender violence and femicide. All of this is a consequence of a policy adopted in recent years.”

In the national analysis, Brazil had 1,400 feminicides in 2022, a number that represented an increase of 6.6% compared to 2021, when 1,300 cases were recorded. In the case of rapes, the yearbook pointed to the highest number of records in the historical series, which began in 2011.

In all, there were 74,930 victims, an average of 205 rapes per day, which represents an increase of 8.2% compared to 2021. The rate is 36.9 cases per 100,000 inhabitants.

The numbers take into account only the cases that were reported to the police authorities and include both rape (18,100 cases) and vulnerable rape (58,820), as are classified cases in which the victim is under 14 years old or when she is unable to consent.

Cida Gonçalves attributes the stoppage or reduction of assistance services to victims in recent years to this. According to her, less than 10% of the municipalities have a specialized service, with just over 500 police stations.

Also during the governments of Michel Temer (MDB) and Jair Bolsonaro (PL), whom the minister does not directly mention, Casa da Mulher Brasileira, a specialized care center for women in situations of violence, was not opened.

During the Bolsonaro government, there were successive cuts in the portfolio. In 2022, the resources of Damares Alves’ ministry earmarked for policies for women amounted to the lowest amount in the last four years: R$ 43.28 million.

In 2019, the first year of the Jair Bolsonaro government, the figure was BRL 71.95 million. In 2020, it increased to BRL 132.57 million and, last year, it dropped to BRL 61.40 million.

“If you don’t have money, you don’t invest in the quality of care, services, in expanding services. Therefore, it has discontinuity. We are working to have more numbers.”

said the minister.

She points out that, this year, the portfolio’s budget was R$ 23 million, but President Lula’s government (PT) increased it to R$ 122 million. On women’s day, they also announced the construction of 40 Brazilian Women’s Houses. Cida does not say, however, how much she will ask for next year’s budget.

The increase in violence against women goes against the grain of violent deaths in Brazil, which reached the lowest level in 12 years – which reinforces a gender component in violence in the country.

The fall in violent deaths slowed down between 2021 and 2022, but has maintained a trend seen since 2018. There were 47,508 lives lost in the set that brings together the crimes of intentional homicide, robbery, bodily injury followed by death and deaths by police intervention. Between 2020 and 2021, for example, the numbers dropped by 4%. Now, the reduction was 1.9%.

The proportional rate of deaths per 100,000 inhabitants in Brazil decreased from 24 to 23.4.

Brazil, with 2.7% of the global population, accounts for about a fifth of homicides in the world, according to 2020 data from the United Nations Office on Crimes and Drugs.
