Minas puts Zema marketer to choose agencies – 12/11/2023 – Panel

Marketer for the governor of Minas Gerais, Romeu Zema (New), Leandro Groppo was appointed on November 27th as a member of a state management bidding subcommittee to evaluate the hiring of advertising agencies.

He was appointed as the organization’s external representative, alongside two employees from the State Secretariat for Social Communication.

One of the subcommittee’s functions is to decide who will win a competition to be opened in the first quarter of 2024 for institutional campaigns under the Zema administration.

Groppo worked on Zema’s two successful campaigns for government. He also helps formulate the strategy for the governor’s potential 2026 presidential campaign.

When contacted, the publicist says he was invited by the Communications Department for the role, which is unpaid. He sees no possible conflict of interest.

“I have no connection with any advertising agency that has a contract with the government. I have never billed anything with the Zema management. I will only evaluate the creativity of the proposals, based on technical notices”, he stated. “We will finally have an advertising tender after many years. It’s great news,” he said.

In a statement, the government of Minas Gerais said that the selection of subcommittee members was carried out through a draw, as determined by federal law 12,232/2010.

“The draw was carried out among external members who have no connection with advertising agencies, contracted by the Government of Minas. Therefore, there is no conflict of interest”, he stated.

Zema management also says that Groppo has the technical competence to make the judgment, as he is an economist, journalist, and specialist in political communication and marketing.
