About 80 members of the Armed Forces will have to explain to the Federal Police how a coup-mongering horde camped in front of the Army’s headquarters, paraded undisturbed and invaded the Planalto Palace on January 8. It’s no small thing. The troop is equivalent to the size of a modest-sized military company. Among those subpoenaed are two generals.
Creating a task force to listen to agents contributes to two processes. The first is the settlement of accounts between the Justice and those responsible for the coup attempt, including those who facilitated the attacks. The second is what should be a progressive demilitarization of civil power after the last four years.
Taking 80 testimonies does not end these cycles, but the investigation sends signs that any search for appeasement between civil institutions and the military should not be confused with an amnesty.
They should talk to the PF agents assigned to the Palace and the former heads of the Planalto Military Command and the Presidential Guard Battalion. Some will be heard as witnesses and others must be investigated by default — all within a common court inquiry, not military courts.
This stage of the investigation would help strip the Armed Forces of a status it enjoyed under Jair Bolsonaro. The military must testify without the covering of political power that the institution received in that period and answer for the failures in a mission that should be trivial: the security of the Planalto Palace.
It would already be a step forward compared to the past cycle. In 2020, the then Minister Augusto Heleno reacted with a public threat (“unforeseeable consequences for national stability”) to the request of a political party to seize Bolsonaro’s cell phone. The following year, the Minister of Defense complained about a “light attack on institutions” when the Covid CPI pulled the string of the military involved in suspicions in the negotiation of vaccines.
