Military political articulation surpasses ministry – 06/11/2023 – Mônica Bergamo

A preliminary mapping of the Armed Forces advisory offices dedicated to defending the interests of the military before the Chamber and the Federal Senate points out that the barracks may have a structure up to 715% larger than the parliamentary advisory of the Ministry of Defense —a federal government agency that, in practice, it is responsible for the articulation between the forces and the other organs of the State.

According to the survey, the Defense portfolio currently has a parliamentary advisory staff made up of 13 employees, compared to 12 servers dedicated exclusively to Navy issues, 10 to the Air Force and 14 to the Army. The Ground Force still has 19 other regional advisory services, which, according to the study’s estimate, total more than one hundred military personnel dedicated to the Legislative.

Entitled “The Lobby of the Military in the Legislative”, the study was developed by the Brazilian office of the Tricontinental Institute.

“The democratic and popular forces need to dedicate themselves to understanding the extensive structure of military lobbyists and military parliamentarians who work in the Legislative, this being just one of the aspects of military tutelage over Brazilian politics”, say researchers from the Defense Observatory and Sovereignty, linked to the institute. “While guardianship remains, we will not have full democracy in Brazil”, they continue.

According to data compiled by the study, proof of the strength of the military’s articulation with Congress lies in the fact that, in the last 12 years, the Army, alone, was the recipient of more than R$ 1.6 billion in parliamentary amendments .

Another sign of the expression of the Armed Forces in the Legislative would be in the election of parliamentarians from military organizations. In the last elections, 23 of them were elected to the Chamber of Deputies, occupying 4.5% of the seats in the House, and two reached the Senate, totaling 2.5% of the senators.

“Despite being a minority in both legislative houses, military parliamentarians are a reference in the dissemination of corporate values ​​and interests in the legislative process, finding resonance in national political decision-making”, says the survey, which points out that the PL and the Republicans are the parties that bring together the largest number of egresses.

The study “The Lobby of the Military in the Legislative” is signed by researchers Ana Penido, Ananias Oliveira, Emilly Firmino, Jorge Rodrigues, José Zague, Pollyana Andrade, Suzeley Mathias and Rodrigo Lentz. Its entirety will be made available this week.
