Manaus (AM) – A seven-year election by civil servants from Manaus Previdência for the institution of the Position, Career and Remuneration Plan (PCCR) was answered this Wednesday morning (27th), when the mayor of Manaus, David Almeida, sanctioned the Law nº 339/2023, authored by the Municipal Executive. Last week, the PL was voted in the plenary of the Manaus City Council (CMM), being approved in two sessions.

“Right now, I am signing the civil servants’ PCCR, a fair and meritorious measure, a struggle by the Manaus Previdência civil servants, given the great work carried out by the Social Security of the city of Manaus. We have achieved successful results in governance, investment and pension liability. Therefore, I sign with joy and satisfaction the PCCR of the servers. Congratulations to all servers

Almeida said.

The PCCR will reach the social security analysts and technicians, who are employees of the effective staff of Manaus Previdência and, today, total 64 people. The objective of the plan is to organize the social security career in the municipality of Manaus, observing the principles of Public Administration, the values ​​of the autarchy and the appreciation of public servants.

The director-president of Manaus Previdência, Daniela Benayon, recalls that, since 2016, the effective employees of Manaus Previdência seek the approval of the position plan.

“The sanction of the law today, by Mayor David Almeida, means the consolidation of the social security career in the municipality of Manaus and the recognition of the talent of this team, which spares no effort to deliver the best service to policyholders and beneficiaries of the municipal Social Security” ,

he said, mentioning that the awards and certifications won by Manaus Previdência over the years prove its excellence.

Over the years, a commission was created specifically to monitor the progress of the plan. Bruna Veloso, a member of the Commission, assesses that, “in addition to the appreciation of the server, there will be a salary increase and, consequently, an increase in the retention rate of the effective staff”. This fact configures one of the main causes of evasion of the server of the autarchy.

Flávio Castro, member of the committee, declares that the PCCR, much more than a remuneration instrument, is a management instrument, because it has mechanisms for assessing the employee’s annual performance. “And it encourages continuous qualification, allowing the management to retain qualified employees”, he assesses. He recalls that the autarchy is the last category of municipal servants to have a career plan. “On behalf of the employees of Manaus Previdência, I thank Mayor David Almeida for the effort and seriousness with which he has treated the issue”.

The recognition of functional merit, through criteria that provide equal professional opportunities, is one of the purposes guaranteed by the PCCR.

“Just as the private initiative provides opportunities for growth and professional progression, the same occurs within a public service that has a job plan”, explains employee Thiago Freitas. According to him, “this encourages civil servants to seek qualification and improvement to perform the public function in the best possible way, being rewarded, meritocratically, with career progression”,

Carolinne Nunes, also a member of the commission, praises the Board of Directors (Codir), of the autarchy. “The performance of the entire Codir was of fundamental importance, especially the director-president Daniela Benayon, in the negotiations with the Municipal Attorney General (PGM), Municipal Finance Secretariat (Semef), Civil House and Manaus City Council (CMM) , as well as the negotiations for the materialization of the plan”.

On the occasion, the director-president of the Manaus Presidency, Daniela Benayon, presented Mayor David Almeida with the awards from the Brazilian Association of State and Municipal Pension Institutions (Abipem), received by the autarchy last week. They are, the 2nd place of the 4th Prêmio Destaque Brasil de Investimentos, in Category 4: Over 6 thousand assets; 3rd place in the 5th Outstanding Brazil Award for Social Security Responsibility, in Category 2: From 30,000 to 10,001 individuals and 5th place in the Outstanding Brazil Award for Social Security Governance, Group 2: Municipalities. Category 1 – Large Own Social Security Schemes (RPPS).

“Being on the podium of Abipem, ranked among the best managed RPPS in Brazil, confirms that Manaus Previdência is on the right track. Providing excellent service to our policyholders and beneficiaries is our daily goal”,
