Removed from his mandate as mayor of the municipality of Serras do Navio, Elson Belo Lobato (Avante) is the target of administrative improbity actions within the scope of the Public Ministry of Amapá, in progress in the Vara da Comarca de Pedra Branca, which has jurisdiction in Serra do Navio .
In one of the actions, from May 2020, the removed mayor Elson Belo is accused of using properties in the municipality, until then used by the mining company Beadell Brasil, to obtain political support from councilors. Elson was, according to the complaint, handing over these properties, through city hall documentation signed by him, for the use of councilors who supported him politically.
The public prosecutor Fabiano Castanho requested that the requests and documents that supported the request for granting the real right of use submitted by the people of Zuleide Souza Machado, Juciane Silva de Oliveira, Roseli Castro Veras Souza, Odenice Santos Menezes and Eukilene Vilhote Campelo do Carmo. There was no response on two occasions, and in August last year the civil inquiry was instructed.
Elson Belo Lobato was called for clarification on the assignment of public properties subject to the civil inquiry. The letter was received directly at his office, on August 25, 2022, however, on the scheduled date, he did not appear.
Another complaint deals with irregularities in the choice of service provider for the Environment Department, given that the business company WS Serviços, allegedly linked to the Serra do Navio attorney, Marcelo de Souza Nunes, would have benefited from the hiring, with , the news that the value of the contract exceeds the budget of the secretariat itself, and that payments to the service provider were made without measurement and without the issuance of a prior commitment.
There was a request for an extension of the deadline for the presentation of the official documents and information requested. On April 20, 2021, documents were sent to the Public Prosecutor’s Office, however, without fully complying with the ministerial request, given that the approved projects and respective contracts signed through resources from the Municipal Fund for Community Development were not forwarded. On August 8, the judge of the Single Court of Pedra Branca do Amapari summoned the mayor, who has now been removed from office by the city council. The Public Prosecutor’s Office is also investigating the disappearance of resources from the city hall’s bank account, with suspected participation of hackers.
Chamber publishes decree
The Municipality of Serra do Navio published a legislative decree stating that it received representation to investigate illicit and unconstitutional acts imputed to Elson Belo. The representation was admitted for processing and verification, and the mayor’s removal was decreed for 180 days, with the mayorship taken over by the deputy mayor Ana Paula Santos Sousa.
There are at least six accusations against Elson Belo Lobato, including failure to use extra-budgetary resources from the municipality’s quota for the concession of CEA and Caesa services and the repeated failure to render accounts to supervisory bodies, such as the city council. and Court of Auditors.
