Mayor of Manacapuru spends R$430,000 on purchasing mineral water

Manacapuru (AM) — The mayor of Manacapuru, Beto D’Ângelo (Republicans), will spend R$430,000 on mineral water, according to the new contract signed with the company DELTA COMRCIO DE PRODUTOS ALIMENTÍCIOS, SERVICES DE CONSTRUÇÕES LTDA. The contract draws attention and adds to an investigation and another high-value agreement signed by Manacapuru City Hall in recent months.

The agreement for the acquisition of mineral water is in force between June 3 and December 31, 2024, and was published, on Wednesday (10), in the Official Electronic Gazette of Municipalities in the State of Amazonas.

According to the contract, the purchase was necessary to meet the demands of the Manacapuru Municipal Government Secretariat, arising from administrative process no. 2023/05693-00.

Embezzlement of funds in education in Manacapuru

The high-value contract is just one of the actions of Beto D’Ângelo’s management that draws attention. In March, the Public Ministry of Amazonas (MPAM), through the Special Action Group to Combat Organized Crime (GAECO/CAO-CRIMO) and the 3rd Public Prosecutor’s Office of Manacapuru, began the second stage of the operation “ Compadrio.” The focus was to investigate the diversion of public funds allocated to School Councils and Parent Teacher Associations of municipal schools, in a context of corruption and money laundering.

The investigation revealed a network of corruption in the Department of Education and Culture of Manacapuru, characterized by diversion of funds from education salaries to the accounts of employees, family members and third parties. The scheme was controlled by senior officials from the Secretariat, constituting a serious misuse of educational resources.

According to the GAECO Coordinator, Prosecutor Igor Starling, search and seizure warrants were executed. Additional measures include the freezing of the assets of those being investigated, totaling more than four million reais, and the removal of three civil servants from their duties at the Department of Education and Culture.

High spending on shows

Mayor Beto D’Ângelo also booked singer Zé Felipe’s show for this year for the high price of R$500,000. The presentation will take place on July 15th, in celebration of the municipality’s anniversary, at Parque do Ingá.

Valid for six months from signature, contract no. 005/2024 was issued in February and published in the Official Gazette of Municipalities (DOM) in March.

According to the official document, there was no need for a bidding process, since the show will meet the demand of the Municipal Department of Education and Culture (Semec). The mayor of Manacapuru also sanctioned Ordinance No. 203, which appointed public servant Fábio Júnior Duarte Martins, responsible for supervising the contract.

Hiring the artist for this amount draws the public’s attention, as this year there will be an electoral dispute in Brazilian municipalities, and this could point to a possible self-promotion of the current management of Manacapuru. Political scientist Carlos Santiago warned about what the legislation says in these cases.

“Electoral legislation is very clear: there cannot be abuse of economic power, abuse of political power, even in the pre-campaign period. Whoever uses the public machine to promote themselves, whoever uses public office to benefit themselves or to benefit their supporters to strengthen a pre-candidacy, is committing an electoral crime, in addition to administrative improbity. It is up to the Public Electoral Ministry to monitor the actions of mayors who are hiring national artists for these parties”,

Santiago detailed.
