Marielle case shows the rot of the State – 03/26/2024 – Elio Gaspari

Having unraveled the plot of Marielle Franco’s murder, it turns out that there was not a single disorganized criminal in it, the kind who rob, steal houses or cell phones. One was Rio’s police chief; another, advisor to the Court of Auditors; her brother, federal deputy; the gunman and his driver, ex-PMs. This caste does not steal cars, some use official vehicles.

Worse: Marielle was murdered because she interfered with the land grabbing business and the Brazão brothers’ militias. Once again, the criminals who killed Marielle were related to crime that operates through the gaps in the absence of the State, whether in the land mess or in the exploitation of the lack of public security.

If there were a disorganized crime syndicate, it would protest the unfair competition practiced by doctors and police officers. This same union would defend the class against the expansion of its criminal activities.

If all this were not enough, Marielle was executed three weeks after the military intervention in Rio’s security, and the crime was planned by the head of Rio’s Civil Police, appointed by the generals who would put order in the house.

Initially it was thought that the attack was a response from conventional criminals demarcating control of the territory. (The signer fell for it.) Democratic illusion. There were no single criminals in the mix. Only criminals organized within the state apparatus. People who defend their market by encouraging the repression of PPPP (black, brown and poor people from the periphery). In it, police kill people across the country, saying they are “suspicious”.

Long ago, the robber Lúcio Flávio Vilar Lírio stated his law: “The police are the police, the criminals are the criminals.” She was never respected, but Marielle Franco’s death showed that the rot in the State went further. Over the course of six years, the public security system was sabotaged to protect criminals.

It was the entry of the Federal Police into the case that interrupted the putrefaction process. It is worth remembering that a federal police officer alerted the generals to the dangerousness of the delegate placed in charge of the Rio police. He was not heard. In those days, a general went to a PM barracks and the troops did not immediately salute him. They didn’t suspect anything. It was believed that a lot of things would be resolved if the institute of authorizations for home invasions based on suspicion of street behavior was created. Pure demophobia.

In a sparse way, the metastasis of the State of Rio de Janeiro is repeated in many others. To date, the government’s reaction has oscillated between benevolence and presumption.

The public security crisis will not be resolved by silver bullets, but the Federal Police is there, showing that, for better or worse, it resolves some cases that come to it.

At the beginning of the 20th century, the United States had organized crime, corrupt police and venal justice. Once the Federal Bureau of Investigation was created, the game changed. Its director was a detestable guy, but he created the FBI.

It’s a guess, but if the execution of Marielle Franco had capitulated a federal crime, the gang that planned and carried out the crime would not have had the audacity to cloud the investigation for six years. Respect for the constitutional autonomy of states only served to protect criminals embedded in the State apparatus.
