Manaus City Hall advances in reducing the bureaucracy of construction permits

Manaus (AM) – With the forecast of implementing and putting into operation the new Easier Construction Permit in June of this year, the City of Manaus follows the works of development of the urban licensing system, putting into practice the complementary law 20/2022, sanctioned by Mayor David Almeida last year.

The law institutes the urban licensing procedure in the self-declaratory modality in the city. At the moment, the Municipal Institute of Urban Planning (Implurb) is working on the third step of the schedule, concluding the registration and approval of registrations.

Then, the fourth stage begins, with analysis of parameters and design of the system architecture to read the information to be provided by the technicians.

“This is the strongest part of the system for doing parameter analysis. In mid-May we should conclude and move on to the parameterization and approval phase of information”,

explained the CEO of Implurb, engineer Carlos Valente.

Next, homologation and simulations with the regional architecture and engineering councils are planned.

“And then we will continue with the training of personnel and target audience, putting the system to work definitively”,

Valente said.

The approval of the system is the verification of the quality and evaluation of its functionalities according to the needs of the new license. Through it, it is possible to prove that the system can actually meet the demand.

Construction projects for single-family, multi-family and buildings for commercial, service, industrial or mixed use, classified in low impact activities 1 and 2, up to 750 square meters and with a maximum of four floors, are the works that will benefit from the Mais Fácil Permit .

The project is yet another step in the management of Mayor David Almeida in reducing bureaucracy in the system and using information technology to encourage new business. According to Implurb parameters, 52% of the processes that are being processed by the agency today and that can take up to 60 days for approval, meeting the deadlines set out in the Master Plan, fit the profile of the Mais Fácil Construction Permit.

Valente explained that the project aims to serve professionals and applicants quickly and online, and is aimed at low-impact works, including mixed-use works.

“Our teams are working on the development of the system to serve this new service, using technology and the advantages of remote service, with the support of Information Technology”,

he said.

“Before starting the service, we will offer technical training and 400 vacancies will be made available to professionals in the area for support and learning. With the system running, citizens and users will be able to license their projects without leaving their offices or home”, he added.

License

The permit includes the urban license for the implementation of works in Manaus and will be issued directly on the institute’s website. The institute’s boards, managers and technical teams worked to consolidate the self-declaration model, where the responsibility lies with the legally qualified professional in the Engineering and Agronomy (Crea-AM) and Architecture (CAU-AM) councils.

Reforms that do not include a change in use can be included in “Mais Fácil”. Buildings need to be exempt from environmental licensing and approval by the Fire Department, as well as authorization or consultation with the Air Force Military Command (Comaer).

Listed properties or in the process of being listed, as well as those listed as being of historical preservation interest, do not fit the profile for issuing the new permit.

The maximum period of validity of the construction permit will be five years, at the discretion of the interested party, with a minimum period of 6 months.

To request the procedure, according to the proposal sent to the Manaus City Council (CMM), the applicant will need to submit a standard application available in the online system; property registration certificate or definitive title, public deed or document proving ownership of the land for more than 5 years; term of responsibility of the owner and author of the architectural project; descriptive memorial; situation plan; between others.
