The father-in-law of the Minister of Communications, Juscelino Filho, makes dispatches from his son-in-law’s office even without holding public office or having been appointed to any function in the Lula government. The information is from the newspaper O Estado de S. Paulo.
Documents with the entry and exit record of the ministry show that Fernando Fialho works at the ministry’s headquarters, in Brasília. According to this information, Juscelino’s father-in-law received at least four guests between February and March. It is not possible to know, however, this exact number, since not all visits are registered.
The ministry confirmed that Fialho dispatches in the folder. The argument was that he contributes to the government “with his experience”.
Juscelino’s father-in-law has no experience in the area of communication. Between 2006 and 2012, he was director of Antaq (National Waterway Transport Agency). From April 2012 to December 2014, he also served as Secretary of State for Maranhão, during the second term of Roseana Sarney (MDB).
During his passage through the government of Maranhão, he was the target of a lawsuit in which he became a defendant, accused of embezzling public money.
Fialho currently controls five companies, none of which are in the communications business. According to Federal Revenue data, the companies are from the areas of ports, construction, mining, animal husbandry and consultancy.
On one of the occasions that Juscelino’s father-in-law received guests, the minister was 2,000 kilometers from Brasília. On March 17, Fialho received Luiz Claudio Soares Ferreira, director of Infovia Digital, who said that the meeting was to “expand connectivity” with Juscelino’s father-in-law.
Fialho assumed that he was “a few times” in the Ministry of Communications. The father-in-law said, however, that it is “fallacious” and “frivolous” to say that he works in the portfolio or performs any function. According to the businessman, his contribution “is merely an informal adviser”.

Fialho is defendant in action over agreement of R$ 4.9 million
He is accused of participating in an alleged scheme to embezzle money from public funds. This agreement was signed during the period in which he served as Secretary of Social Development and Family Agriculture in the government of Roseana Sarney.
The Public Ministry accuses Juscelino’s father-in-law of authorizing the expenditure “without any defined criteria”.
According to the MP, he continued the transfers even in the face of complaints of irregularities.
