Barbecues, budgets or even a change of ministers will not solve the government’s difficulties with Congress. Lula was elected with a narrow 1.8 percentage point advantage and has an unstable parliamentary base, but he believes he can solve wholesale problems with retail solutions. Congress has a conservative majority pressured by a radical, even troglodyte, minority. The president, however, vocalizes an agenda that takes him away from a balance.

During the election campaign he said that “agribusiness, you know, is fascist and right-wing. […] Because businessmen who trade abroad, who export to Europe, to China, don’t want to deforest”. Stuff from the campaign.
In May, when the Minister of Agriculture was turned away from the opening of the Agrishow in Ribeirão Preto, he once again believed in the action of “fascists”. This took the MST leader in his entourage to China.
There are great agro entrepreneurs who supported him. This rhetoric may please city luminaries, but for rural entrepreneurs, it becomes an isolating factor. When a member of parliament linked to the farmers claims an amount, he may even vote with the government on Tuesday, but on Thursday he meets his base again.
The Widow’s coffers don’t have enough money to secure a parliamentary base fueled by retail. In a much more comfortable time, Lula’s government tried this with the monthly allowance and it worked.
Nor is one going anywhere by saying that the problem is one of coordination. If Minister Alexandre Padilha is replaced by the illusionist Issao Imamura, the problem will remain the same size.
