Lula sanctions extension of the Paulo Gustavo Law until December 2024

President Luiz Inácio Lula da Silva (PT) sanctioned the complementary law that extends the deadline for executing resources in the Paulo Gustavo Law for emergency actions in the culture sector, damaged by the covid-19 pandemic. Complementary Law 202, of 2023, was published in the extra edition of Friday (15) of Official Diary of the Union.

The rule, which has been in force since July 2022, established rules for the Union to allocate financial resources to states and municipalities to help workers in the cultural sector. At the end of last year, the Federal Supreme Court (STF) granted a request from the Network to extend the law’s validity until the end of this year.

The purpose of the new law is to extend until the end of 2024 the deadline for executing resources from the Paulo Gustavo Law (Complementary Law 195, of 2022) intended for the development of space or cultural activities. The money can be applied to recurring services, transportation, maintenance, taxes and labor and social charges, for example. The previous date was December 31, 2023.

The rule originated from the Complementary Law Project (PLP) 205/2023, by senator Randolfe Rodrigues (REDE-AP), and received a favorable report from senator Humberto Costa (PT-PE) approved in the Senate Plenary in November.

The Paulo Gustavo Law emerged during the covid-19 pandemic to encourage and revive the cultural sector with the aim of ensuring that artists, producers and cultural organizers could resume cultural production. The project that allocated R$3.86 billion to states, the Federal District and municipalities to promote the area was vetoed by former president Jair Bolsonaro, but the veto ended up being overturned by congressmen.
