Lula prepares measure to unlock 3,527 works in education – 04/12/2023 – Education

The Minister of Education, Camilo Santana, announced this Wednesday (12) that the Lula government (PT) will issue a provisional measure to unblock 3,527 works stopped in the area. The management foresees an investment of R$ 6 billion.
The resumption of stopped works was placed as a priority by the government. The provisional measure must establish a legal framework to standardize the renegotiation for the resumption of works. There are a variety of reasons for these stoppages — such as expired contracts and agreements, delays in rendering accounts and outdated values.
Camilo Santana appears this Wednesday morning at the Chamber’s Education Commission.
“The project is ready and waiting for president Lula”, said the minister, recalling that it will depend on Congress to assess the provisional measure. “This will allow all paralyzed works and contracts to be resumed, correcting the values of this work.
The government has already released R$ 604 million in payments of resources that were dammed up for work on school buildings, which reaches 108 works. “It means all the resource paid during the year 2022 in all FNDE [Fundo Nacional de Desenvolvimento da Educação]”.
These federal resources are transferred to city halls and states, which carry out the works.
The minister also said that the new literacy project is already ready and will be discussed with educational entities before being launched. It will be called the National Commitment for the Literacy of Brazilian Children.
“It will be a great collaboration regime, with MEC’s induction, both technical and financial. It’s ready, just talking, we’re going to listen to the National Education Forum, for adjustments, and we’re going to pick successful experiences in Brazil.”
The initial idea was that this pact for literacy would be launched before completing the hundred days of government, which did not happen. So far, there is research being carried out to define what is considered a literate child.
Still in his opening speech, Camilo again defended the suspension of the implementation schedule of the new high school, especially with the interruption of changes previously foreseen in the Enem in 2024. Part of educators, unions and students asked for the revocation of the model, which President Lula himself dismisses it, although he defends adjustments.
In addition to the suspension of deadlines, the government launched a consultation process, although there are still no public activities. The implementation, started for students in 2022, has accumulated problems.
“The transition oriented the need to have a wide debate and discussion because there are many complaints,” he said. “We are having distortions because the application of the new secondary education has differences between states, states that have advanced, others that have not, and between public and private.”
