Lula must send union reform project in August – 05/23/2023 – Panel

Created by the government of Luiz Inácio Lula da Silva (PT) in April, the inter-ministerial group (GTI) to discuss union reform held its first meeting this Tuesday (23). At the meeting, representatives of trade union centrals presented the proposal they have been working on since last year to representatives of employers’ confederations who, according to participants, did not object.

The group has 36 members, 12 from workers, 12 from businessmen and 12 from the federal government.

Two meetings were scheduled for the next few months, on June 20 and July 3, after which the text should be sent to Congress. In the next meeting, the employers’ representatives will present their contributions to the workers and, in the following, a final version of the text should be agreed with the participation of Minister Luiz Marinho, of Labor, who participated in this Tuesday’s event.

The expectation is that the project will be taken over and sent by the Lula government itself, which would strengthen the process. The alternative would be for an allied parliamentarian to assume the authorship of the project.

“The meeting was very interesting, the base of the workers presented the project of modernization of collective and union negotiation for all employer sectors”, says Antonio Neto, president of the union central CSB.

“It may be that at some point the businessmen present some resistance to some point, but we have been talking to them since January, so there are no surprises in the project”, says Miguel Torres, president of Força Sindical.

As the Panel revealed, the proposal includes the creation of a public agency for self-regulation of labor relations, strengthening of collective bargaining mechanisms and definition of a cutoff line for minimum representation and term limits for unions —that is, a rule against unions of facade.
