Lula interrupts PPP to take care of juvenile offenders – 7/1/2023 – Panel

The Ministry of Human Rights must interrupt a project by the administration of Jair Bolsonaro (PL) that creates PPPs (Public-Private Partnerships) to build and manage centers for the reception of juvenile offenders.

Named “New Socio-Educational”, it was created in February last year and even received support from the UN Office of Services for Projects (Unops). The program received R$ 67 million from resources recovered by Operation Lava Jato for the construction of two centers in Minas Gerais and one in Santa Catarina.

The decision to interrupt the program is consistent with a technical note released last Monday (26) by Conanda (National Council for the Rights of Children and Adolescents), an autonomous body linked to the ministry.

“It is necessary that the State act on the agenda of childhood and youth with absolute priority, qualifying the services, especially with regard to the management and execution of socio-educational measures, and not presenting the outsourcing of administration to the private sector as a solution”, he says. the note.

The advisory of the Ministry of Human Rights informed the Panel that it agrees with Conanda’s position.

“The PPP is not the most suitable for socio-educational assistance. State governments need partnerships to run the system, but management must be directed by the State as it involves deprivation of liberty for adolescents”, he says, in a note.

In the case of the states of Santa Catarina and Minas, the ministry says it will fulfill the contractual obligations already signed, but without moving forward with the project.

“The adoption of private management is not an orientation of the current government for the policy of the socio-educational service system”, says the ministry.
