When a marketer joins the palace staff, it is a sign that the president has felt a pang of trouble. In politics, this specialist is often compared to a doctor. Outside of campaign season, you can go to him for routine checkups, perhaps every six months. He just needs to be on standby when things get tough.

In recent weeks, Sidônio Palmeira has been in at least two meetings with Lula. The PT campaign marketer in 2022 became an advisor to the president. Furthermore, he began to provide guidance to strategic ministries and was appointed to improve the image of Nísia Trindade’s management (Health).

The drop in Lula’s approval rating in this second year of his term has become old news in the presidential office. What has marked the PT member’s latest movements is a concern about the lack of answers to catch his breath and, more than that, deliver a government that reaches 2026 with electoral strength.

The chaos at Petrobras is the result of an internal struggle for power. Lula’s willingness to change command of the company would be an attempt to break up the fight, but also a move to accelerate the government’s political plans. By tightening control over the company, the PT member would have the strength to regulate fuel prices and take advantage of the state-owned company’s billion-dollar investments.

Expressions of dissatisfaction with some government departments are another mark of the early urgency that affects the president 15 months into his term. In more than one private conversation with assistants, he appeared restless about the delay in presenting results by some departments and in setting up construction sites around there.

Lula still seems resistant to major changes, perhaps with the exception of the head of Petrobras. What we see, however, is the evident search for a shake-up in the government with the aim of avoiding something more serious than the loss of a few popularity points: the chances of re-election or the victory of a successor.
