President Luiz Inácio Lula da Silva delivered, this Friday (30), 446 housing units from the Minha Casa, Minha Vida program in the municipality of Viamão, in Rio Grande do Sul. In total, 1,784 people will benefit.

During his speech, he recalled that the government’s goal is to build two million homes by 2026, but that is still little compared to the housing deficit of around seven million. The President reaffirmed that it is necessary “putting the poor in the budget” and that money needs to circulate in the hands of the population so that cities can develop.

“It is important that we manage to popularize the understanding of what economy is in the country”, he said. “If you have little money in the hands of many, it means progress, distribution of wealth, increased consumption and raising people’s participation standards. It is this standard that we need to build”,

added.

The total investment in the residential project delivered today was R$39.8 million, R$37.6 million of which from the federal government and R$2.2 million from the state government, which supported the work after the schedule was impacted by the covid-19 pandemic. The Viver Coometal residential houses will serve families with a monthly income of up to R$ 2,640 – the so-called Tier 1.

The development has all the infrastructure for water, sewage, public lighting, electricity, paving and drainage. Beneficiaries will also have access to public transport, two kindergartens, two schools, a health post and a security post nearby.

Entities

The development is part of the Entities modality of Minha Casa, Minha Vida. It allows families organized in an associative way by an authorized entity, such as cooperatives and associations, to build their housing units. According to president Lula, of the two million houses that the government wants to build, many could be with entities and cooperatives.

“What we’ve learned is that the houses built by cooperatives and entities have been bigger than the houses built by entrepreneurs and with better quality”, he said.

“In the beginning, we were afraid to give a house to the cooperative to do, thinking we didn’t have the competence. And now, after these years, it has been proven that cooperatives and entities have a lot of competence to manage and to build”,

Lula added.

The person responsible for the residential project delivered today is the Cooperativa Produção e Importação Habitação Metalúrgicos RS. Entities’ proposals must be submitted to a pre-qualification process carried out by the Ministry of Cities. After this step, an announcement establishes the scoring and classification criteria.

The Minha Casa, Minha Vida program was resumed by the federal government on February 14 and approved by the National Congress on June 13. The government’s goal is to hire two million new units by 2026. Since the resumption, the Ministry of Cities has already delivered 9,182 homes.

Created in 2009 during the second government of President Lula, the program aims to promote the right to housing for families residing in urban and rural areas, especially the poorest population, associated with urban and economic development, job and income generation. and to improve the quality of life of the population.

Agenda in Rio Grande do Sul

After Viamão, Lula heads to the capital of Rio Grande do Sul, where he has lunch with the governor of Rio Grande do Sul, Eduardo Leite, at the Piratini Palace, and, in the afternoon, visits the new facilities of the Hospital de Clínicas in Porto Alegre.

The hospital is a public and university institution, part of the network of university hospitals of the Ministry of Education (MEC) and academically linked to the Federal University of Rio Grande do Sul (UFRGS). During the visit, Lula is going to inaugurate blocks B and C of the unit, which expanded the physical structure of the institution by 70%.

The total amount invested in the expansion was R$ 555.5 million, with exclusive resources from the MEC, which prioritized the budget in the Multi-Year Plan – in 2011 and 2012 –, under the management of then President Dilma Rousseff. The completion of the work took place at the end of 2019, but the occupation planning was postponed so that the structure could be used on an emergency basis in the face of the covid-19 pandemic.

The forecast is that the presidential entourage will leave Porto Alegre at 5:45 pm for Brasília.
