Lucas Barreto celebrates approval of PEC that equates civil servants from former territories – News of Brazil

Senator Lucas Barreto (PSD-AP) highlighted in a speech on Tuesday (12) the approval of the Proposed Amendment to the Constitution (PEC) 07/2018, which equalizes the conditions for the integration of civil servants from the former territories of Rondônia, Amapá and Roraima to the federal public administration framework.

The proposal provides that all people who maintained a working relationship with the administration of the former territories and their municipalities, or who became civil servants during the first ten years of the creation of the respective states, will be able to opt for the rights and advantages of the Union’s functional framework. To this end, the proposal amends article 31 of Constitutional Amendment 19. The text will be analyzed by the Chamber of Deputies.

Lucas Barreto highlighted that the matter was presented in 2018 and was voted on by the Constitution and Justice Commission (CCJ), but was archived at the end of the legislature, in 2022. The unarchiving took place after the approval of requests made by Lucas Barreto and by senator Randolfe Rodrigues (Rede-AP), author of the PEC.

— After that, there was an agreement to be included on the agenda, after we presented a request for voting on a special calendar. There are countless realities found in the former territories of Roraima, Rondônia and Amapá. Therefore, we came together and worked together with senators Marcos Rogério [PL-RO]Senators Dr. Hiran [PP-RR] and Mecias of Jesus [Republicanos-RR]and senator Davi Alcolumbre [União-AP]in the construction of an amendment to the PEC, which proposes essential adjustments to guarantee the right to option and its effective application.

Among the points of the PEC, Lucas Barreto highlighted the application of rules for updating the positioning and progression of teachers who are already part of the staff of extinct territories and the admission of the existence of other functional ties, in addition to that of public servants. According to the text, those who have maintained, in the same period, a functional relationship, whether permanent or not, an employment relationship or relationship, regardless of the form of remuneration (statutory or CLT regime).
