Lobby of lawyers defends Gilmar Mendes forum – 07/07/2023 – Frederico Vasconcelos

“From time to time, a criticism is made of possible meetings between legal professionals, politicians and businessmen. Meetings like these can be held in Brazil, discreetly, if the participants so wish. The organization of social events in parallel with the academic environment , it seems, lent them considerable transparency”.

The opinion is from a manifesto signed by 23 lawyers and law professors

in defense of the XI Legal Forum of Lisbon. It was published in the magazine Consultor Jurídico, on the last day of the 4th. This year, the event created by Gilmar Mendes attracted strong criticism in the press.

The signatories are close to Luis Felipe Salomão, national justice inspector, linked to two promoters of the forum. Salomão is a member of the Scientific Council of the Center for Research on the Brazilian Justice System, of the Brasiliense Institute of Public Law (IDP), professor at FGV and coordinator of the Center for Innovation, Administration and Research of the Judiciary at FGV Knowledge.

Signed the document, among others, Luis Felipe Salomão Filho and Rodrigo Cunha Mello Salomão, Salomão’s sons, and his nephew Paulo César Salomão Filho. Several lawyers are professors at FGV and IDP and members of the OAB-RJ.

Judge Marcus Abraham, from TRF-2, is a licensed professor at FGV and member of a working group at the National Council of Justice. Another judge, Flavio Boson, from the TRF-6, was appointed thanks to his friendship with the then president of the Superior Court of Sports Justice, Otávio Henrique Noronha, son of João Otávio de Noronha, from the STJ.

Solomon’s nephew once presided over the sports court. Thiago Gonzalez Queiroz, STJD attorney, also signs the manifesto.

The social events in parallel with the academic environment were transparent, says the document.

In this “parallel agenda”, says Malu Gaspar, in O Globo, “amid drinks and canapés, candidates for vacancies in courts lobbied, while businessmen and lawyers courted ministers”.

Gilmar “was pampered by the diners” in a bar in Lisbon with the mayor, Arthur Lira, and other parliamentarians. There was a cocktail hosted by Flávio Rocha, a partner at Riachuelo, and dinners by Azul and BTG.

On Sunday (25), the eve of the forum, Gilmar and Salomão had lunch with the brothers Joesley and Wesley Batista, Lava Jato whistleblowers, at the Porto Santa Maria restaurant, on Guincho beach, in the Cascais region. At the table with the owners of J&F, which controls JBS, Sidney Gonzalez, from FGV Knowledge, and the former president of the OAB, Marcus Vinícius Furtado Coelho. A Sheet

recorded that FGV was investigated by the Federal Police on suspicion of using studies and opinions to rig bids and corrupt public agents. In November last year, the entity was subject to a favorable decision by Gilmar, who suspended the investigation.

Guilherme Amado, from Metrópoles, published photos of the Batista brothers fraternizing with André Mendonça, from the STF, rapporteur of the action that proposes the suspension of JBS’s leniency agreements.

According to the manifesto, “only the dialectic between all the agents in the process will allow us to draw up plans to face the challenges ahead. Certainly, the XI Legal Forum of Lisbon took an important step in this direction”.

As Malu Gaspar says, “nobody is surprised anymore by the fact that ministers of the Supreme Court and authorities of the Republic fraternize with representatives of companies and billionaire interests on which they will inevitably have to decide”.
