The confirmation of federal deputy Celso Sabino (União Brasil-PA) for Daniela Carneiro’s place in the Ministry of Tourism will represent the practical entry of the president of the Chamber, Arthur Lira (PP-AL), in the first echelon of the Lula government (PT).

Among colleagues in Congress, Sabino is also described as having a conciliatory profile and political savvy enough to be both a Bolsonarist during the former president’s government and a Lula in Lula’s administration.

In the main votes this year, Sabino supported the new fiscal framework and the provisional measure that restructured the Esplanada, but he was against the government in the two defeats applied under the command of Lira and the centrão.

They were the overthrow of sanitation decrees edited by Lula —he was absent from the vote on the merits, but was in favor of the proposal being processed on an urgent basis— and the approval of the proposed time frame for the demarcation of indigenous lands.

Sabino, who is 44 years old, is a second-term federal deputy. In Pará, he is part of Governor Helder Barbalho’s arc of alliances (MDB).

The parliamentarian had the 2022 electoral accounts disapproved by the Electoral Justice and was sentenced to pay a fine of R$ 1.4 million to reimburse the public coffers.

The rapporteur for the case at the TRE-PA (Pará Regional Electoral Court), judge Carina Senna, said that the then candidate did not prove in time the expenses with the charter of aircraft and part of the campaign’s advertising material.

Only with advertising, the expenses considered not clarified add up to R$ 1.35 million.

In November and December, when the accounts were analyzed by the Pará court, the court’s technical area asked the deputy a series of questions. Sabino’s team, however, was unable to clarify all expenses within the period stipulated by the TRE and only sent the remaining documentation after the end of the analysis of the parliamentary accounts.

Carina Senna, therefore, used a summary signed by the Electoral Court in August 2022 to state that the collegiate could not accept documents after the technical area of ​​the court issued the conclusive opinion on the accounts.

Even if she could consider the documents sent later, says the judge, it would still not be clear how the charter of an aircraft, model Seneca, in the amount of R$ 39,000 took place.

Celso Sabino’s defense even filed a first appeal to the TSE (Superior Electoral Court), but the rapporteur, Minister Sérgio Banhos, alleged a “gross error” in the procedure established by the lawyers and denied it without analyzing the merits.

The deputy’s office denied the Sheet that there are irregularities in the accounts and said that the defense filed another appeal with the TSE asking that proof of expenses sent after the deadline be received by the TRE-PA for a new trial.

Deputy triples equity in 4 years

Data from the Electoral Court also show that Celso Sabino tripled his assets from 2018 to 2022.

In 2018, according to the data, he had BRL 1.5 million in assets. The amount covered BRL 88,000 in bank deposits, BRL 32,000 in cash, a commercial room, a jet sky and a Toyota SW4 car, among other goods.

The value jumped to 4.4 million in 2022 and included a series of applications and investments, the purchase of a cremation room and even a Piper Cherokee Six type aircraft —single engine for private use valued at BRL 300,000.

The congressman’s advisory said that the equity evolution is “compatible with the income” of Sabino and his wife, with all assets declared annually to the Federal Revenue Service.

Celso Sabino was also accused by ex-wife Fabiana Ferreira Sabino de Oliveira of “disturbing peace” during the divorce process in 2014.

At the time, under the Maria da Penha Law, Fabiana obtained a series of protective measures against Sabino, such as keeping a minimum distance of 100 meters from the woman’s residence and the prohibition of contact with her by any means of communication.

After an investigation by the Public Ministry, Celso Sabino was unanimously acquitted of the accusations. The process has been archived.

Sabino’s advisory denied that the parliamentarian had committed “any type of violence” against his ex-wife and said that he has “a track record in defending the rights of minorities, animals and unrestricted access to health for Brazilian citizens”.

The change in Tourism — taken for granted behind the scenes but not yet confirmed by the government — would be a way for Lula to make room for nominations from the União Brasil bench in the Chamber, which has shown signs of dissatisfaction, with a series of betrayals in votes considered important by the Planalto Palace.

The party has three ministries in its quota, but has not secured support in the Chamber because it considers that Daniela does not represent the bench —she is even negotiating a move to the Republicans— and that the other two vacancies are from the quota of Senator Davi Alcolumbre (União -AP).

Ministers Juscelino Filho (Communications) and Waldez Góes (Integration) are also considered Union nominations.

The change in Tourism is to the liking of the leader of the Union bench in the Chamber, Elmar Nascimento (BA), another of Lira’s squires. Despite having been Bolsonaro’s main legislative supporter, Lira has established bridges with Lula since the end of the elections and has maintained a relationship that mixes alignment and public criticism. Among the demands are more space for the centrão in government and a faster execution of parliamentary amendments.
