Lira meets with Nísia and demands Health amendments – 06/22/2023 – Politics

The mayor, Arthur Lira (PP-AL), met with the Minister of Health, Nísia Trindade, this Wednesday (21), and demanded the release of amendments in the portfolio.

The conversation took place amid the greed of members of Lira’s party for the command of the Ministry of Health

According to Sheet found out, the request for the conversation came from the Minister of Health and one of the main subjects at the table was the release of amendments. Parliamentarians have complained about the portfolio’s difficulty in obtaining resources and the lack of dialogue between Health and Congress.

Lira has stated to interlocutors that the ministry is the “nervous column” of the government, although he denies having asked the Planalto to have an ally in conducting the portfolio.

In addition to the bureaucracies for releasing the amendments, there are criticisms that other actions and activities of the ministry are blocked, which increases the dissatisfaction of parliamentarians.

The mayor also warned that this difficulty in dialogue with Parliament is a serious problem for the Lula government (PT) and, according to reports, Nísia recognized the obstacles. Lira told people close to her that the conversation with the minister was frank.

Last week, the Lula government (PT) began to unlock the funds it inherited from the extinct rapporteur’s amendments. The first release favored states of ministers.

The lack of prospects for the government to respond to the requests of parliamentarians regarding this amount is one of the main complaints of Congress regarding the political articulation of the PT administration.

The Ministry of Health has the largest share (R$ 3 billion) of the remaining resource of the declared unconstitutional budget. In early May, the folder published an ordinance in which it defined a series of priorities for the release of this resource.

Health technicians claim that this ordinance was edited to try not to loosen control over the budget.

Members of Congress, however, believe that these rules have become barriers to the release of funds, and so far Health has not begun to commit the figure inherited from the rapporteur’s amendments.

This evaluation of slowness in the release also comes from members of the government. According to reports, the SRI (Institutional Relations Secretariat) team, headed by Minister Alexandre Padilha, had already been demanding speed from the Ministry.

The pace of release of the resource increased pressure from centrão parties to change the command of Health.

To try to advance in negotiations with the government, Lira’s allies are considering proposing that the PP can sponsor a Health Minister who is from the sector, instead of directly appointing a parliamentarian to lead the portfolio.

The minister said, this Monday (19), that it is up to President Lula to define who will be the heads of ministries. She cited “pressure games” and defended a more technical portfolio to coordinate health actions in an unequal and diverse country like Brazil.

On the same day, Padilha stated that the president made it clear that the portfolio is not in the “partisan quota of any party”.

“We live, as the political scientist Sérgio Abranches says, a coalition presidentialism, that is, you win the presidential election, but you don’t have a parliamentary majority. It’s normal, pressure games, criticism are part of politics. What is it? It is very important for us to be aware at this moment: my position is a position of trust for President Lula. He and the vice president, Geraldo Alckmin, were elected. It is up to him to define whether or not to maintain the ministries,” Nísia told CNN Brasil.

“But looking at someone like me, who has a background in health, I see that the health sector has suffered a lot in recent times. As a result, there has been a social awareness of the importance of having a Ministry of Health, and that it recovers its role as a coordinate actions in such an unequal and diverse country,” he added.
