Brazilian democracy had in Minister José Paulo Sepúlveda Pertence a wise craftsman.

As Attorney General of the Republic and a brilliant jurist, he contributed to the National Constituent Assembly for the 1988 Constitution to found a lasting, fair and inclusive democracy, with alternation in power through licit and free elections, with individual and collective human rights. for the whole nation and, above all, with the necessary antidotes to resist violent blows and surreptitious actions.

He is one of those responsible for the new statute of the Brazilian Public Ministry.

He placed it at the service of democracy and unavailable social and individual rights. It elevated him to the level of guardian of the Constitution, in charge of defending the legal order and activating the system of checks and balances between the Powers.

We live the longest democratic period in the country, our democracy has resisted and the majority of Brazilians defend it.

In 1987, on the eve of the new Constitution, I had the enormous honor of being sworn in at the Federal Public Ministry by the PGR Sepúlveda Pertence and of having his trust, who invited me to work on his team in the office and at the Electoral Attorney General.

I am a witness to your commitment to enforcing the new Constitution, to ensuring the new system of fair and free elections and to reducing social inequalities.

Still on the threshold of redemocratization, he was appointed to the Federal Supreme Court, where as a magistrate and president he helped to get the Constitution off the ground, making it a living and respected norm and removing dangers that surrounded democracy.

It has strengthened the institutions and principles that prevent democratic deterioration.

The PGR and Minister Sepúlveda Pertence leaves us with the precious lesson that the permanent and profound defense of democracy wins the slow and continuous attempt to implant authoritarianism.
