The rapporteur of the 2024 Budget Guidelines Law (LDO), deputy Danilo Forte (União-CE), stated this Thursday (7) that he included in the text a schedule to force the government to release binding parliamentary amendments – of mandatory execution – in the first semester. Until the last update of this report, the new version of the text had not yet been filed. Forte said he hopes the text will be voted on by the Joint Budget Committee next week. When this happens, the text will still have to pass through the Congress plenary. Currently, there are three types of amendments, which are indications of resources made by congressmen for their electoral strongholds: individual, which each congressman has the right to indicate (impositive) – in 2024, R$25 billion will be allocated to this modality, according to Forte; from a state bench, with nominations made by deputies and senators from the same state (impositive) – there will be R$25 billion next year, says the rapporteur; committee, with resources indicated by thematic committees in Congress. According to the rules in force, the Executive Branch decides to release mandatory amendments based on political criteria. In other words: you can free up more resources on the eve of an important vote, for example, to guarantee a certain score. With the creation of the schedule, Forte said the objective is to facilitate the government’s work. According to the deputy, the management of amendments “cannot feed the policy of physiologism”, which conditions votes in Congress to the release of resources. “This schedule is to facilitate and facilitate the work of the Executive itself. And it guarantees a certain predictability”, he stated. The government promises to eliminate the deficit in the 2024 budget with new revenues. According to the rapporteur, the tax amendments, although released (committed) in the first half of the year, may be paid throughout the year, depending on the government’s revenue. The exception to the rule will be the amendments aimed at health through the fund-to-fund transfer modality, which must be paid in the first half of the year. “The schedule comes based on a line of prioritization. In the first moment, health; in the second moment, meeting the priorities of parliamentarians , within a schedule that will be carried out throughout the year”, he highlighted. Contingenciamento Forte also confirmed that it rejected the amendment presented by the government leader in Congress, senator Randolfe Rodrigues (Rede-AP), which intended to limit spending blocks to R$23 billion in 2024. “The contingency limits are in the fiscal framework law. The problem with the amendment is that it had a legal weakness. The opinions of the Finance Attorney’s Office and the Federal Audit Court were contradictory. Within this question, we preferred to respect what is in the tax framework law and the Fiscal Responsibility Law”, stated Forte. The fiscal framework law established a limit of 25% for possible blocking of non-mandatory expenses, such as costs and investments. These blockages must be promoted in the government’s effort to meet the proposed fiscal target. The greater the imbalance, the greater the need for cutting. The rejected amendment proposed that possible contingencies next year would guarantee a real expenditure growth of 0.6% per year — above inflation —, even if the result of public accounts is far from the fiscal target.
