Júnior Favacho’s bill wants to reduce energy costs for patients undergoing home hospitalization in Amapá – News of Brazil

Patients from Amapá treated in the form of “Home Care” (assistance and home care) will soon be able to pay less on their electricity bills. The state deputy Junior Favacho (MDB) presented Bill 0249/2023 this Friday (22), with the aim of exempting the Tax on Circulation of Goods and Services (ICMS) on the energy bills of the homes where these patients live.

If the Legislative Assembly (Alap) approve the project and the Government of Amapá sanctions it, the owners of these houses will be able to obtain the benefit, as long as they present a medical report with the International Code of Diseases (CID), the patient’s hospital history and proof of the need for treatment. According to Junior Favacho, This initiative aims to financially help people who face high costs due to their medical condition.

“Our objective with this proposal is to help patients who, although not hospitalized, depend on medical equipment in their homes, some of which are crucial to their lives. Energy bill expenses for those who use this equipment are very high, which puts a financial burden on those who already have expenses for doctors, healthcare professionals, special food and medicines. We want to improve the quality of life of these people”he defended.

The deputy also mentioned that the constant use of air conditioning units in houses with “Home Care” contributes to higher energy bills, especially given the state’s hot climate.

“It is important to highlight that, due to our hot climate, air conditioning units operate almost all the time in patient rest areas. This also increases electricity costs, and that is what we want to avoid with the project”added Favacho.

Growth of “Home Care”

A survey conducted by the Economic Research Institute Foundation (Fipe) between 2021 and 2022 showed that “Home Care” is growing in Brazil. The country already has 1,167 companies specializing in this type of service. The same research reveals that “Home Care” serves 346 thousand patients annually in the country, a demand that, if met in hospitals, would require around 35,432 hospital beds per year.
