The transfer of funds from the state budget to municipalities in Amapá can be simplified, if the Proposed Amendment to the Constitution (PEC) 004/2023 presented by state deputy Júnior Favacho (MDB) be approved in the Legislative Assembly of Amapá (Alap) and sanctioned by the state governor. This Tuesday (24), the parliamentarian asked for speed in processing the project, stating that the proposal aims to reduce bureaucracy in the access of municipalities in Amapá to resources allocated via parliamentary amendment.
The PEC authorizes state deputies to transfer resources from mandatory amendments directly to municipalities without the need to enter into a specific agreement, as is already the case with federal deputies and senators in the National Congress. This type of transaction is called a special transfer, but it became popularly known as “Pix Amendment”. According to Junior Favacho, The approval of this proposal will represent a significant gain for Amapá’s city halls.
“Our objective is to make it easier for municipalities to have access to these resources and to apply them in the best possible way, bringing benefits to the population. What happens today is that some mayors find it difficult to access these amendments, due to bureaucracy and difficulties in structuring projects related to these amendments. The special transfer comes to speed up this process and to help municipalities that need these resources so much”explained the deputy.

Júnior Favacho also argued that the approval of the PEC will guarantee municipalities greater agility in financing works and services, as the bureaucratic processes that make up the execution of agreements and other transfer instruments will be reduced. In his opinion, the PEC also allows city halls to have more freedom to apply these resources. Finally, the deputy asked the Alap presidency to speed up the processing of the PEC, so that it can be voted on in plenary as soon as possible. “This amendment has been in progress since May 29, 2023, and I would like it to come to a vote as soon as possible so that this type of transfer is already available to be executed from the next budget. I am sure that the other deputies will be in favor of this proposal that aims to improve the lives of our population in the 16 municipalities of this state”, concluded the deputy.
