Although the UN approval of a resolution calling for the withdrawal of troops from Ukraine is being seen as a goal for Brazilian diplomacy, the Itamaraty adopts a cautious tone in relation to the expectation of an end to the conflict.
The top of the folder believes that it is necessary to be aware that this is just the first step on a long journey. At first, even, the expectation is that the war will escalate and last for some time.
President Luiz Inácio Lula da Silva (PT) should talk to Ukrainian Volodimir Zelenski next week; details are being worked out. Only from then on should one move towards building a group that works to mediate a peace agreement, even so, in the medium term.
Lula received at the Planalto Palace this Thursday (23) the Minister of Foreign Affairs, Mauro Vieira, who updated him on the positive international reactions to the Brazilian position in favor of dialogue. He also positioned him on the approval of the UN resolution.
The UN General Assembly approved this Thursday (23) a resolution that condemns the “harmful humanitarian consequences” of Russia’s invasion of Ukraine, demands the withdrawal of troops from the country and commits to promoting peace in the region.
Brazil, which in other votes on the conflict had opted for neutrality, voted in favor of the resolution. The text had 141 votes in favor, 7 against and 33 abstentions.
The approval came after vice-chancellor Mikhail Galuzin told the Russian state agency Tass that the country is analyzing Lula’s proposal to create a group of countries not involved in the Ukraine War to try to mediate a peaceful way out of the conflict.
