Iphan discusses restoring historic buildings for housing – 04/10/2023 – Panel

Iphan (National Historical and Artistic Heritage Institute) is developing a long-term project to revitalize buildings located in historic centers, with a focus on housing.

According to Leandro Grass, president of the municipality, the program is being validated by the Civil House and should be launched by the end of the month. The idea is to have an investment of more than R$ 1 billion for the coming years.

In 2013, during the presidency of Dilma Rousseff (PT), the federal government created the PAC Historic Cities, aimed at serving cities with properties listed by IPHAN.

This time, explains Grass, the idea is to have a “more integrated perspective of conservation and restoration actions with housing, tourism, commerce and culture”.

The proposal, according to him, is that the restored buildings and buildings are suitable for housing, within a broader intervention plan in the historic centers so that they are occupied and do not enter into a process of degradation after the works.

During the administration of Jair Bolsonaro (PL), Iphan was the constant target of attacks and interventions by the federal government, with the distribution of key positions to allies with no training in the area of ​​heritage, paralysis of the advisory board and the dismissal of directors after the institution banned a work by businessman Luciano Hang, owner of Havan stores and one of the main supporters of the then president.

Among the highlights of the first 100 days of management, Grass points to the reconstruction of the advisory council, with the inclusion of representatives from the ministries of Racial Equality and Native Peoples, in addition to the increase in civil society seats from 13 to 15.

In addition, it also lists the increase in the value of master’s scholarships (the program was paralyzed under Bolsonaro), suspension of the removal processes, beginning of the revision of the normative instruction on environmental licensing, restitution of the advisory committee of the Valongo wharf, revocation decree that would protect firearms as cultural objects, among others.

According to the action plans for the execution of the 2023 budget, Iphan will carry out 581 actions in the year, with an investment of R$ 135 million, not counting the values ​​that can be added from incentive laws.
