The investigation was opened in October. The former executive secretary was appointed in March 2023 — almost three months after the start of his term. He is linked to senators Marcos Rogério (PL-RO) and Davi Alcolumbre (União-AP). Cruz was not the first alternative for minister Alexandre Silveira, who wanted to nominate the secretary of the Ministry of Infrastructure in the administration of former president Jair Bolsonaro (PL), Bruno Eustáquio.
