INSS begins testing the use of artificial intelligence to prevent fraud on the 15th – 01/04/2024 – Panel

The INSS (National Social Security Institute) begins testing on the 15th the use of artificial intelligence tools to cross-reference data from medical certificates with the aim of detecting possible fraud.

The Atestmed system allows the user to send a medical certificate online and make a request for a temporary disability benefit remotely, without having to undergo an in-person medical examination. Experts from ANMP (National Association of Medical Experts) stated that the system favored fraud, which was refuted by the Ministry of Social Security.

The artificial intelligence tool will be designed to reduce this risk. It will be possible to include parameters to identify, for example, forged signatures with doctors’ names and records, geographic inconsistencies and gross fraud in certificates using image and text editing programs.

The first to carry out the tests will be a public company from Santa Catarina, but there are two other companies that should participate in the future.

Testing must continue for two to three months, before the government defines the tool and, based on the established criteria, begins the processes to implement it.

“The INSS does not condone fraud. Any suspicion or indication is analyzed and sent to the Federal Police and the benefit is immediately suspended”, says the president of the INSS, Alessandro Stefanutto.

“With artificial intelligence we will have greater capacity to identify information that is not consistent. For example: a doctor who is registered in São Paulo grants a certificate in Amazonas. Obviously it will be analyzed and, if applicable, sent to the PF.”

Using artificial intelligence, the agency is also studying creating a type of ranking of the insured’s scores to speed up the granting of benefits. Those with the highest scores will, in the future, be able to receive assistance in minutes, while those caught committing fraud will lose points, must be sent to physical examination and run the risk of being investigated by the Federal Police.
