Ibaneis minimized Pacheco’s request for reinforcement

Messages extracted by the Federal Police from the cell phone of the governor removed from the Federal District, Ibaneis Rocha (MDB), show that he minimized an alert made by the president of the Senate, Rodrigo Pacheco (PSD-MG) about possible violent protests on January 8th. The messages appear in the PF report sent to the Federal Supreme Court (STF) and were published by Jornal Nacional, from TV Globo, portal g1 and portal UOL with images and prints of the documents.

In addition to reassuring Pacheco, the removed governor exchanged messages with the Minister of Justice, Flávio Dino, and with the President of the STF, Minister Rosa Weber.

“Dear governor, good evening! The Senate police are a little apprehensive about the news of the mobilization and invasion of Congress. Can you help us with that?”, Pacheco wrote to Ibaneis at 8 pm on Saturday (7). Ibaneis replied: “We are already mobilized. We won’t have any problems. I put all my strength in the streets”.

Dino questioned Ibaneis about the security scheme

The Minister of Justice sent, at 9:11 pm, on the 7th, to the then governor the letter requesting the blocking of bus circulation around Praça dos Três Poderes on the 8th and 9th. forwarded a piece of news from the Metrópoles portal, in which Ibaneis said that the demonstrations on the Esplanada dos Ministérios would be released as long as they were “peaceful”.

The Minister of Justice then states: “Governor, I did not quite understand what your orientation will be for the DF Police”. And he adds: “Where will the blocking point be and how?”

Ibaneis only responded to the minister at 11:21 am, with a report and an audio from the then Executive Secretary of Public Security of the DF, Fernando de Souza Oliveira. On the day of the invasions, Oliveira was in charge of the secretariat on an interim basis, as the holder of the portfolio, Anderson Torres, was in the United States.

“About 2,500 people from the caravans. There was an arrival of supplies (food, water, hygiene material) and the installation of several tents and tents for camping,” says an excerpt from the report. “Quiet situation at the moment,” he added.

In Oliveira’s audio sent to Dino, the interim secretary says: “I’ll give you the latest news from dawn and the beginning of the day… there was no intercurrence related to the demonstrators. Everything is fine, they are there at…mostly at the HQ, but peacefully and calmly.” The minister thanked the governor.

Around 2:30 pm, Ibaneis sent Dino a new audio from the acting secretary: “Noon report”, he said. “So far our Intelligence is monitoring and there is no report of aggressiveness linked to this type of behavior. So, this is the last report for you. There are approximately 150 buses already in the DF, but everyone in an orderly and peaceful way” , said Oliveira in the audio.

“Let’s pray that everything ends well,” the minister said in response. At 4:05 pm, when the invasion and depredation in Brasília had already begun, the governor did not answer a call from Dino. A few minutes later, the president of the Supreme warned Ibaneis about the invasion of Congress. After the alerts, at 16:43, he told the minister: “We are going to need the Army”.

The Army was not called in to contain the vandals, the Lula government ordered federal intervention in public safety in the DF later that afternoon. On the night of the 8th, Minister Alexandre de Moraes removed Ibaneis from office.

“They have already entered Congress”, said Rosa Weber to Ibaneis

The President of the Federal Supreme Court (STF), Minister Rosa Weber, sent messages to Ibaneis Rocha during acts of vandalism at the headquarters of the Three Powers on January 8. “They have already entered Congress!”, says the message sent at 4:25 pm by the minister to the removed governor.

Ibaneis responded to Rosa Weber that “all security forces” were in the streets. He also sent Oliveira’s contact information to the president of the STF. The minister stated: “The Security Secretary of the DF is on vacation, so contact me sir!”, writes the minister. Ibaneis replies: “We are taking care”.
