Manaus (AM) – Re-elected with the total number of votes for the presidency of the Legislative Assembly of Amazonas (Aleam), state deputy Roberto Cidade (UB), became the best-voted parliamentarian in the history of the State with 105,510 votes, in the 2022 elections.

Currently in his second term, the deputy has focused on Bills (PL) that maintain a diverse work. His last actions in the House were the implementation of Pls aimed at measures to prevent sexual abuse and exploitation in clubs and sports academies, the installation of the Special Attorney for Women and the performance of the Center for Technical Cooperation of the Interior (CCOTI).

To Em Tempo, on this mother’s day, the parliamentarian declared that one of the proposals of great importance presented was the one that motivates companies to hire single mothers. “A single mother employed is beneficial for her, her children, her family, for society”.

In time – In December 2020, you were elected president of the Legislative Assembly of Amazonas (ALEAM) and now in 2023 you were unanimously re-elected in the House with the vote of 24 state parliamentarians. How do you evaluate this expressiveness of votes? What is the focus of this second term?

Roberto Cidade – First of all, I am very grateful to all my fellow Members for this trust. I believe that our reappointment to the presidency of Aleam was thanks to the respectful, harmonious work based on the dialogue that we always seek to maintain with all of them. I believe that a united parliament is important for the people of Amazonas and for the good progress of the work of the House. This means that, even if there are disagreements, common sense and the will to jointly carry out actions that will benefit our State and, above all, our people will always prevail.

In time – Taking stock of all the PLs presented, which ones do you think obtained results and greater advances in the house?

Roberto Cidade – Our Bills are diverse and all are important because they were created with the aim of meeting a specific demand, a desire and for a specific audience. Our concern is to maintain a diverse and broad work and that is why we have PL’s in the areas of citizenship, health, entrepreneurship, defense of women, children, adolescents and the elderly; education and third sector. One of the most recent PL’s presented and which I consider to be of great importance is what motivates companies to hire solo mothers, single mothers who raise their children alone. Research shows that single mothers have many difficulties to get a job, at the same time that the number of them heading Brazilian households is growing. In view of this, we present a bill that aims to encourage this hiring. A single mother employed is beneficial for her, her children, her family, for society.

ET – The most recent Bill presented was on measures to prevent sexual abuse and exploitation in sports clubs and academies, bearing in mind that we are in the month of the ‘Orange May’ campaign. How did the design process for this project work? Are there others on this theme that will still be presented?

Roberto Cidade – The “Orange May”, which draws attention to the protection of our children and adolescents, was the guiding principle of this project and we always try to think of bills that can meet the wishes of the population. The PL’s are not just the responsibility of Deputy Roberto Cidade, they are developed as a team, thought by several people so that a result can be reached that can contribute to the population, in the resolution of aspects that can make us live better in society. This demands that several minds think, that one has an attentive look at society and that one knows how to listen to what people want. Therefore, joint and team work is needed.

ET – One of its last actions was the signing of the Term of Technical Cooperation with the Public Defender of the State of Amazonas (DPE-AM), through the Multi-institutional Committee to Combat Obstetric Violence. What reflections can this partnership bring to the population?

Roberto Cidade – This was yet another unprecedented initiative of this management at the head of the presidency of the House. The Legislative Assembly of Amazonas, for the first time, has five women elected as state deputies and our presidency is committed to valuing everyone’s initiative, especially theirs. It was like this with the creation of the Special Women’s Attorney’s Office and it was also like this with the signing of this technical cooperation term. It will allow for greater understanding and allow demands to reach us. And, as a legislator, we can propose laws to prevent obstetric violence and, consequently, improve the entire process of pregnancy, whether in the pre or post-operative period.

ET – In 2022, you approved the Law of your authorship, which establishes the State Policy of Stimulus, Incentive and Promotion of the Development of Startups. What fruits came from this Law? How do you think these startups can contribute to the Amazon?

Roberto Cidade – I argue that, although the Manaus Free Trade Zone (ZFM) is a successful model, we need to have other economic matrices and the Startups Law aims to contribute to this. We have here in Manaus the Digital Hub, technology centers, the Amazon Biotechnology Center (CBA), accelerators and other initiatives that aim to encourage new market models and our law contributes in this sense, since it directs to growth opportunities for this growing segment of our economy.

ET – This week you presented the PL that determines that public passenger transport service concessionaires promote the training and recycling of drivers, collectors and inspectors, seeking to make public transport safer. What other ways do you understand that ALEAM can collaborate with public transport in Amazonas?

Roberto Cidade – We are a legislative power, our function is to propose and supervise laws. We have this bill that proposes retraining employees, especially those who deal directly with the public, but we also have a law that publicizes channels for reporting violence against women and other vulnerable groups.

At the time of the pandemic, I was the author of a law that forced bus companies to make gel alcohol available to passengers. We must always be attentive to the demands that arise from society and the times we live in. This is the challenge for legislators and it is our challenge as well.

ET – How do you intend to expand actions aimed at the interior of Amazonas as president of ALEAM?

Roberto Cidade – The Legislative Assembly of Amazonas is the home of the people and its doors are always open to receive the population and managers. Our presidency, in a pioneering way, created Feclam, which is the State Forum of the Legislative Houses of Amazonas. This year we held the 3rd edition of what is already considered the biggest event of its kind in the country.

Our contribution, in addition to the mandate’s own actions, is through Feclam to contribute to the mandates of councilors from the interior of Amazonas. With stronger parliaments that are aware of their prerogatives, we will have a strengthened society, with its wishes met or at least known. Our management has also contributed to the municipalities of the interior through the Center for Technical Cooperation of the Interior (CCOTI), which concluded the revision of the organic laws of the municipalities of Japurá, Manicoré, Maués and Beruri and which is in the process of being revised and updated. of organic laws with 28 municipalities in Amazonas. This update is important because society is always on the move and we need to adapt to the realities that present themselves.

If we stop in time, legislators are unable to propose laws that meet the wishes of the population. And every day we seek to create means for the interior of the State to advance in the same proportion as the capital. It is a challenge, but we are willing to face it to help our brothers in the countryside more and more.
