Human Rights appoints new Amnesty Commission – 01/17/2023 – Power

The Ministry of Human Rights and Citizenship recomposed, this Tuesday (17), the Amnesty Commission of the Military Dictatorship that the government of former President Jair Bolsonaro (PL) paralyzed. The act was a promise from the minister of the portfolio, Silvio Almeida, in his possession.
The ordinance published in the Official Gazette appointed 16 new members to the group, with names pursued by the regime, linked to the defense of memory and former members. Professor Eneá de Stutz e Almeida, from the University of Brasília, will be chairing the event, who studied the period.
Also named was Rita Sipahi, a member of the student movement arrested along with former president Dilma Rousseff (PT), and former member of the Popular Liberation Front Mário Albuquerque, persecuted.
During his government, Bolsonaro appointed Luiz Eduardo Rocha Paiva to the military commission, who wrote the preface to the book by General Carlos Alberto Brilhante Ustra, Torturer. The new ordinance revoked the designation of all former members of the group.
As shown to Sheet, since the beginning of the Bolsonarist administration, the orientation has been to refuse requests for reparations to those persecuted by the dictatorship. In 2019, lawyer Victor Neiva, himself an amnesty recipient, stated that the then ministry led by Damares Alves was also trying to exclude jurists from the group.
The group was created in 2002. The Ministry of Human Rights said, in a note, that the chosen names will have the mission of “reverting the political interference propagated since 2019 in order to paralyze the group’s work”.
New names should still be added to the group soon, to represent the Ministry of Defense and political amnesties. “[Os] chosen for the work of the commission have technical experience, especially in dealing with the theme of integral reparation, memory and truth.”
Formed by 27 counselors, the Amnesty Commission prepares opinions of an advisory nature. It is up to the minister to decide whether to grant or reject requests for economic reparation.
In April 2022, Minister Damares Alves denied the request for compensation to Dilma, who was arrested and tortured during the military regime.
“From 2019 to 2022, of the total of 4,285 cases judged, 4,081 were dismissed, that is, 95% of the cases considered by the Amnesty Commission were denied”, said the folder.
Filed in 2002, Dilma Rousseff’s claim for compensation was suspended, at her own request, when she took over as Minister of State and remained paralyzed while she was President of the Republic. After the impeachment, in 2016, she appealed for the claim to be processed again.
