Haddad warns Tarcísio of Master Plan ‘disaster’ – 03/06/2023 – Mônica Bergamo

The Minister of Finance, Fernando Haddad, telephoned the Governor of São Paulo, Tarcísio de Freitas (Republicans), to warn him of the “disastrous consequences” that the revision of the Strategic Master Plan (PDE) of São Paulo could have for the capital paulista.
He also sought out the SP Government Secretary, Gilberto Kassab (PSD), and met with the PT SP councilors.
Tarcísio and Kassab would have said that they will find out about the matter.
The project is being approved at the drop of a hat by the City Council of São Paulo.
Although it radically changes the rules for the construction of buildings and the occupation of the city, directly affecting the lives of its residents, it has already been approved in the first round in the Chamber – and will be discussed in just eight more public hearings.
The proposal is strongly criticized by urban planners and architects, as it would allow an uncontrolled verticalization of the city, with the construction of skyscrapers in the heart of neighborhoods.
The Public Prosecutor’s Office of SP has filed a lawsuit in order for the review to be better debated.
Haddad, who also met with the group of PT councillors, says that the project changes the concept of mobilizing the city —and alters the Master Plan approved during his administration, which received international awards such as ArchDaily and UN-Habitat.
Councilors opposed to the project say that the substitute presented by councilor Rodrigo Goulart (PSD), rapporteur for the proposal, benefits construction companies to the detriment of rules that would prevent the complete deterioration of the São Paulo capital.
The text approved by the majority of councilors provides that construction companies can erect buildings with up to nine times the size of the land, if intended for Social Interest Housing (HIS).
The limit today is four times the size of the area.
The councilors also removed sections that benefited the low-income population in certain areas located on transport axes, or close to subway, train and bus lanes.
The Chamber claims that around 50 public hearings were held and hundreds of suggestions were collected, although the new substitute was presented with substantial changes.
The revised draft must now pass a total of eight public hearings in less than three weeks.
The forecast is that the final vote, in the second round, will take place on the afternoon of June 21 — the last public hearing should take place on the morning of the same day and may bring changes to the project.
