It was a year before the election when Jair Bolsonaro promised aid of R$400 per month for truck drivers. It was October 2021, and the president saw fuel prices sour the mood of an important group of his political base.
The plan suffered resistance within the government and was put on ice. The economic team and the centrão only embarked on that spending in July 2022, when the smell of defeat at the polls was stronger. The desperation was such that the voucher was boosted to R$1,000.
Bolsonaro used government cash as a campaign finance fund. The hole that the former president left shows that the order was to pour out without criteria the largest possible amount of money with the seal of the Palácio do Planalto in the months leading up to the election.
The Comptroller General of the Union calculated part of the invoice. According to an audit by the agency, 110,000 truck drivers had access to assistance without meeting the requirements. The loss was R$ 582 million.
The CGU also identified 246,000 taxi drivers who received vouchers improperly — which represents 78% of the total beneficiaries of the program. Among those enrolled, there were dead people and drivers who couldn’t drive because their driver’s licenses had expired. Another R$ 1.4 billion ended up down the drain.
The spree still left a hole in the Box. In the election year, the Bolsonaro government created two lines of credit at the bank to cushion the rejection of the then president. A program lent BRL 3 billion to people with a dirty name. According to UOL, the default was 80% and will have to be covered with public money.
Bolsonaro’s electoral liabilities were so large that not even the billionaire bash was able to buy a victory in October. After dreaming of a turning point, the captain fled to the US and left the account hanging for his successor. In addition to defeat, the abuse of economic power has everything to enter the long list of reasons for declaring the former president ineligible.
