Haddad had a party at the MEC and now wants austerity at the Treasury – 11/04/2023 – Elio Gaspari

In a trick of time, in the same week that the Minister of Finance, Fernando Haddad, battled for the chimera of zero deficit, Lula sanctioned the bill that relieves 1.2 million young people in default of the Student Financing Fund, Fies.

The Fies hole is a R$54 billion skewer, conceived during the period in which Haddad was Minister of Education, from 2005 to 2012. In theory, it was about financing students’ access to private colleges. In practice, it was a party for the barons of private education. For the following:

  1. Financing was granted without a real requirement for a guarantor.
  2. The loan was even granted to students who had scored zero in the Enem essays. (This anomaly was corrected during the brief period in which Cid Gomes occupied the MEC.)
  3. Private colleges promoted a massive transfer of students to Fies, passing on their default portfolios to Viúva. The profits of the baronies boomed.

In 2014, Haddad, appointed to the São Paulo City Council, was proud:

“Brazil is recognized for having the largest economic groups in education and there is no point in saying that it is the merit of the businessman, because without the institutional background there is no one to prosper. The largest economic group in education in the world is Brazilian.”

That year, Fies had earned the group R$2 billion, an unprecedented figure even for the construction company Odebrecht.

Haddad is proud of the design he made for Fies, as it “allowed the worker’s son to go to university.”

It’s true, but while the barons got rich, more than a million workers’ children fell into default. If Fies had been designed more rigorously, everyone would benefit. The barons, however, would earn less.

The refreshment given to defaulters forgives a large part of the debts and is covered by a Guarantee Fund supported, in theory, by private colleges.

In practice, Viúva contributed up to R$4.5 billion, but the bill sanctioned by Lula increased this amount to R$5 billion.

Storm in a teacup

With so many problems to deal with, trouble was created with the appointment of lawyer Daniela Teixeira to the Superior Court of Justice. She was nominated by the Brazilian Bar Association, chosen by the court, nominated by Lula, heard by the Senate and approved.

At every stage, except for the list made by the court president, she was the first to be listed. Her vacancy was the first to appear. She was the first on the list sent by Lula to the Senate, she was the first to speak to the senators and the first to be approved by them.

Therefore she would be the first to be nominated. As this precedence would have an impact on the court’s seniority prerogatives, a storm was brewed in a teapot, obstructing the final act of Lula’s appointment.

On the agenda, there was certainly nothing more important to discuss.
