Government will link Climate Authority to carbon market – 06/15/2023 – Panel

The Ministry of the Environment will link the new Climate Authority to the regulation of the carbon market as a way of facilitating the creation of an instance among parliamentarians.
Both must be included in a single bill that the portfolio led by Marina Silva (Rede) intends to file later this semester.
The argument will be that there is no way to have a carbon market without an external entity to oversee it.
In practice, by linking one topic to another, the government takes a ride on an agenda strongly encouraged by the private sector to reduce resistance around the Climate Authority, which provides for the creation of a new structure, with positions and budget.
The strategy will be adopted after the minister suffers series setbacks in the Chamber of Deputies. In the same week, she saw her ministry partially emptied by the MP (Provisional Measure) of the government’s structure, in addition to the advancement of the project of the temporal framework for indigenous reserves.
The Climate Authority was one of Marina Silva’s conditions for joining the government of Luiz Inácio Lula da Silva (PT). The autonomous body would monitor compliance with Brazil’s commitments to reduce gas emissions under the Paris Agreement.
